Lincoln as our minister to Great Britain is regarded with surprise and alarmhere. His naiPb was not even mentioned for th% appoint ment. Charges against the president for entertaining heriditary notions danger ous to a republican form of government are made by the journals here without re- r rd to party. Personally, Mr. Lincoln far from being a man without ability but bis nomination by the president, fol lowing those of Fred Grant, Walker Blaine and others, heightens this suspi cion. Murat Halstead’s appointment was long anticipated. The editors are being rewarded with no sparing hand for their good party work during the campaign. There are about 1,000 hun gry office seekers still in town who pro test that they will not leave until they carry in then’ pockets their commissions for some federal offices. This crowd of would-be postmasters is exceptionally large. At present, nearly all of these are in a great state of disgust. Republi can congressmen are also agitated, and “cussing” Harrison and Wanamaker is beer tiring extremely popular. It seems that Mr* Wunamaker has an nounced positively to Joe Cannon that “offensive partisanship” would not be considered a valid eliarge to secure the dismissal of postmasters whose personal characters are good and whose reputations for efficiency are beyond question. A few days ago Representative Payson •succeeded in securing the removal of the Democratic postmaster at his home in Illinois upon the ground that he had been overactive during the last election. The man was very active during the cam paign, and was one of the proprietors of a paper that was especially bitter in its opposition to Payson. When Mr. Payson asked for his removal some reluctance was shown by both the president and .postmaster general to take any immedi ate action in the matter. Mr. Payson was asked if there was not some reason besides partisansliipgfor the removal, but he refused to make any other charge, and, as will be remembered, the removal was made. The action of the department in this case has led to the filing of many charges of “offensive partisanship,” and there was a very general exultation on the part of the members who wanted to “clear up matters” in their districts as speedily as possible. They have been pressing these cases upon the attention of the president and Mr. Wanamaker, and have been looking for a rapid clearing out of old postmasters. To-day Mr. Wanamaker made the positive announcement that the charge of offensive partisanship would not be regarded as sufficient cause for re movals. Some other good reason would have to be given, and it did not matter whether or not that charge was attached, Mr. Gannon then called attention to the removal made by Mr. Payson. To this Wanamaker said that the president and himself had talked the matter over since then and had decided not to begin mak ing discharges of postmasters on those grounds. He stated the case very posi tively, leaving no hope that the partisan ship charge would be considered. Some criticism was provoked in certain news papers by the Illinois case, and members think that it is sensitiveness to this criti cism that has caused a halt in such re movals. This policy applies, of course, to those officers who are commissioned for four years. It is likely that the removals of fourth-class postmaster^ will be speedy. It is expected that all the division super intendents of the railway mail service •within a few days. Clarkson is sharpen ing his axe, and pleasantly remarks in re sponse to inquiries on the subject that fourth-class heads will begin to fly with out much delay.
