I have thought alfo, that cur citi zens detached in quotas cf Militia, amour ting to one hundred tboujand, un der the all of March 1808, might, fist Improperly , be relieved from the fate in which they were held for im mediate fervice. The progrefc made in raiding and organizing the additional military force, for which provision was made bv the adt cf April 1808, together with the difpcficion of the troops, will appear by a report which the Secretary of War is preparing, and which will be laid before you. Of the additional frigates required, by an adt of the lait ft (lion, to be fi ted for actual fervice, two are in reaefinefs, one nearly fo, and the fourth is expected to be ready, in the month of July. A report, which the Secretary of the Navy is preparing cm the fubjedt, to be laid before Congrefs, wii! Ihew at the fame time, the prngrefs made in officering and manning thefe (hips. II vv Vil re ft wi t h the j udge men tof Congrefs to decide low far the change in our external profpetts may authorize any modifications of the laws relating to the army and navy eflablifhments. The works of defence for our fea ports towns and harbours have pro ceeded wir.h as much activity, as the feafon of the year and other cir cumftances would admit. It is ne cdiary however to (late, that the appropriations hitherto made being found to be deficient, a further pro vifion will claim the early coopera tion of Congrefs. The whole of the eight per cent flock remaining due by the United States, amounting to five millions three hundred thoufand dollars, had been reimburfed on the laft day cf the year 1809, And on the firft day of April lait, the lum in the Trtafu ry exceeded nine and a half millions ot dollars. This, together with the receipts of the current year cn ac count cf former revenue bonds, will probably be nearly, if not altogether luffident to defray the expences of the year, But the fufpenfion of ex perts and the confequent decreafe of importations, during the lait twelve montks, wiil necdTarily caufeagreat diminution in the receipts of the year i3io.
