IB, *92. An American only understands fully rb»t liberty is. The Frenchman per haps next, the Swiss third, and here we must rest. The Mexican, although “la libertad” is one of the first principles of the constitution of his land, exercise* auch right only in smoking. Liberty in Spanish sounds well, but it is not un derstood. There is still existing an ar istocratic class here, and it is from this ciass, that selections foi high positi ns are made. The “American Farmers’ Alliance” would not be able to exist here, (or the reason that a farmer owns nothing, works for the aristocrat to whom the land belongs, and as a conse quence, who owns no land, pays no taxes, and therefore is prohibited to vote at the municipal or general gov ernment elections. V Mexico City as it is known, has over ;fno,000 inhabitants, and is the capitol of the Republic. As .» child, when 1 heard the sad end of Maximillian and Empress Carlotta, 1 felt sorry. Now my grief Is stronger, because he, as member of the Hapsburg family, left NVienua and accepted scepter to govern a savage nation and then was executed by them because he thought to do. what was right. It becomes a disappointing impression to any man with Aheart. His intentions were good, he wanted to polish, to refine, to civilize the Mexican and they stopped him. Hence to every American this country and its popula tion is surely fifty years behind civil ization. •a* The Americans have a large colony, the French and English are well rep resented, and the largest colony as every where else is the German The Americans work in the various railroad oilices, represent the large life insurances, are brokers, tailors and keepers of American bars. The Eng lishmen represent the great mining in terests, and the great financial bouses of 1-ondon. The Frenchmeif own the largest stores, with imported goods, run the restaurants aud are generally engineering government concessions W ere it not for these colonies, no an swer could be found to the question, wlmt would become of Mexico? V Last night 1 happened to pass Gante street on my return from the Cathedral where a special service was held in hon or of Assumption Day, and 1 had occa sion to witness a scene of Mexican courting. The senorita was on the bal cony, and on the other side of the street was the lover. He was looking at her, she at him, changing their positions, tnd exactly at 10.00 “el madre” (the master) came Out, pinched the girl’s arm, took her inside and closed the door. The lover made, his cross and went home happy. J am well acquainted with the party who took the lives of Mr. and Mrs. Borden of Fall River, Mass. There are several of these men who go about the country doing such acts as the Fail River murder.
