ford, H, W. Caldwell and the
Georgia Securities Company, all
residents of said State, respectfu
ly shows:
1. That they desire for them
gelves, their associates and suc
cessors, to De incorporated and
made a body corporate under the
name and stvle of “THE GEORGIA
LOAN AND MORTGAGE COM
PANY,” for a period of twenty
years.
2. The principal office of said
company shall be in the City of
Athens, Clarke County, Georgia,
but psiitioners desire the right to
establish branch offices within the
State, or elsewhere, whenever the
holders of a majority of the stock
may so determine.
3. The object of said corpora
tion is pecuniary gain to itself and
its shareholders.
4. The business to be carried on
by said corporation is a general
mortgage loan business with the
rights, powers and privileges of
doing any and all things neces
sary, incident or appertaining
thereto; to make loans to indi
viduals or lincorporations, includ
ing loans for industrial purposes,
the principal business of which is
the making of such loans and to
accept as security for said loans
deeds to secure debt, bills of sale,
conditional sales contracts, reten
tion title contracts, mortgages on
real estate or personal property,
or both, notes, acceptances, tax
executions, or any other forms of
liens or title contracts on real or
personal property, or any other
evidence of indebtedness to secure
‘the payment therefor; to buy,
own, hold, sell, handle, exchange
and deal in stocks, bonds, mort
gages, notes, acceptances, tax
executions, bills of sale, and all
kinds of liens, mortgages, titles
and securities to real or personal
géoperty, or both, including evi
ences of indebtedness: of every
kind and description; to buy, own,
hold, sell, fease, release, rent, ex
change and deal in real estate and
personal property of all kinds, to
execute notes, bonds, mortgages,
bills of sale and liens of all kinds,
as evider e of indebtedness in
curred, or which may be incur
red, in the conduct of the busi
.ness of the corporation and to se
curé the payment thereof by
mortgages, security deeds, bills of
sale, or other forms of liens on
real estate, personal property, or
both, which are permissible under
the existing laws, or that may be
permissible under any laws here
inafter enacted.
5. Petitlox*'s desire that said
corporation all have the right
to borrow money and {issue iis
notes, bondg and other obligations,
and secure the payment of the
same by mortgages, deed of trust
or otherwise; and generally to do
any other acts and deeds, and to
have such powers, privileges and
immunities as are conferred upon
similar corporations under exist
ing laws or which may hereafter
be conferred upon such corpora
tions by laws hereafter enacted.
6. Petitioners desire that said
corporations shall have the right
to issue preferred stock upon such
terms and with such rights as the
stockholders of said corporation,
by a majority vote of the stock,
may fix and determine.
7. The capital stock of said cor
poration shall be Fifty Thousand
($60,000.00) Dollars, with the priv
ilege. of increasing the same ito
One Hundred Thousand Dollars,
by a majority of the stockholders,
said stock to be divided into
shares of 'Ten ($10.00) Dollars
each, and petitioners desire the
right to have subscriptions to said
capital stock paid in money, or
real estate to be taken at a fair
valuation, or personal property
consisting of debentures, bonds or
mortgages to be assessed at a fair
valuation.
-8. Petitioners desire the right
to sue and be sued, to plead and
be impleaded, to have and use a
common seal, to make all neces
‘sary by-laws and regulations, and
to do all other things that may
be necessary for the successful
carrying on of said business; in
cluding the right to buy, hold,
and sell real estate and personal
property, to borrow money, to ex
‘ecute notes and bonds as evi
dences of indebtedness incurred,
or which may be incurred in the
conduct of the affairs of the cor
‘poration, and to secure the pay
ment of the same by mortgages,
security deed, or other forms of
lien under existing laws, to lend
money on realty or other security,
or collateral, and to sell and
transfer such evidences of in
debtedness, with the right to con
vey any realty or personalty held
as security and to endorse and
guarantee its loans to purchasers,
to act as agent in negotiating
loans, in the .writing of insurance,
sale of realty or personalty, and
to handle, rent, and manage real
ty for others.
9. They desire for said corpora
tion the power and authority to
apply for and accept amendments
to its charter of either form or
substance by a vote of a majority
of its stock outstanding at the
time. They also ask authority for
said corporation to wind up its
affairs, liquidate and discontinue
its business at any time it may
determine to do so hy a vote of
two-thirds of its stock outstand
ing at the time.
10. They desire for the said
eorporation the right of renewal
when and as provided by the laws
of Georgia, and that it have all
such other rights, powers, priv
fleges and immunities as are inei
dent to like corporations., or per
missible under the laws of Geor

Upon compliance with the re
quirements of the Standard Speci
fications Ninety (90) percent of
the amount of work done in any
calendar month will be patd for
between the 10th and 15th day
of the succeeding month, provided
that payrolls have been submitted
as required, and the remainder
within thirty (30) days after final
completion and acceptance. Pro
posals must be submitted on regu
lar forms which will be supplied!
by the undersigned, and must be
accompanied by a certified check,
Cashier's check or negotiable
United States Bonds in the amount
of $1,500.00 and must be plainly
marked “Proposal for Road Con
struction,” County and Number,
and show the time of opening as
advertised. Check of the low bid
der will be cashed and all otherl
checks will be returned as soon
as the contract is awarded, unlessi
it is deemed advisable by the
State Highway Board to hold ones
or more checks. If an unusual
condition arises, the State High
way Board reserves the right toJ

Of National Bureau of
Forestry Discussed
G. D. Marckworth, of the For
estry division of the University,
spoke on the history and organiza
tion of the national Bureau of For
estry, at the regular meeting of
the Athens chapter of the Reserve
Officers association, held Thursday
night in the Unlversity Military
building. Approximately 50 re
serve officers from Athens and
the surrounding terricory attended
this meeting.
In dealing with some of the early
national efforts to conserve forest
ed areas, Mr. Marckworth d\cuss
ed the purchase of Bluebeard's
and Grovers islands on the Geor
gia coast, the guardianship of
which was entrusted at first to
the Navy departnfent, but later
turned over to the Department of
Interior. Most of these early pro
jects have been abandoned. The
Navy, he said, was at one time es
pecially “interested in such forests
because of decline in mast timber
supply. :
Mentioning the shift of the fron
tier westward and the act of 1891
permitting the president to set
aside forest preserves, the speaker
pointed out that the Army was
called upon as early as 1890 to
protect the national forest areas.
In 1905 the preserves were trans
ferred to the Department of Agri
culture, and, due largely to the en
ergy of such men as Pinchot, Am
erican forestry entered upon an
era of scientific development. The
Wieeks act of 1911 and the Parks-
MceNary act of 1924 were shown
to -be significant and highly im
portant steps in the extension of
the forestry program. President
Roosevelt has been authorized to
expend twenty million dollars by
July, 1935, in giving the country a
real forest program capable of
continued development.
Mr. Marckworth told of the or
ganization of the Bureau and how
it functions in the various parts
of the country, as well as the ind
fvidual initiative of the states in
setting up of forest projects. Fol
lowing his talk, the association
discussed several matters of cur
rent interest, including plans for
the next meetings and state ac
tivities. :
