The market steadied after its decline Friday and prices on the average finished about unchang ed. On the eve of federal control of speculation, the turnover on the stock exchange dwindled to 189,30( shares. It was the smallest volume for a two-hour session since Aug ust 11, 1923, when only 158,500 shares were traded. Total turnover for the month approximated 16,800,000 shares, the lowest since May, 1924, At the height of tht 1929 crash, almost that much stock was traded in one session. : The same drab note of inertia wag struck in other finaneial mar kets as the mid-year dréw to a close. FFinding no stimulus in the day's news, speculative markets prolong ed their waiting attitude. GENERALLY STEADY NEW YORK —(AP)— While an early advance in cotton Saturday wasi not fully maintained, prices held generally steady on unfavora ble weather reportg from the south west and the relatively steady Liv erpool cables.
