tor. The articles will be delivered
upon return of this receipt.
“Every reasonable effort wil] be
made by the officers of the associ
ation and those in charge of the
grounds to protect the property on
exhibition from loss or damage,
but the association will not hold
itself responsible should any loss
or damage occur. ¢
“Drunkenness, disorder, or use of
profane or obscene language will
net be allowed on the grounds.
“Articles sent by freight or ex
press must be prepaid, addressed
to the manager.
“When the fair is ended," all ar
ticles not called for shall be prop
erly cared for by the secretary.
“Premiums will be paid to win
ners at the secretary’s office on
the fair ‘grounds on Thursday and
Friday between the hours of 3:00
and 5:00 p. m., or check will be
sent within thirty days after the
close of the fair. A
“Delivery wagons or trucks will
not be permitted to enter the
grounds before 8:00 a. m. and
must be off the grounds by 10:30
a. m. Afternocon dellvery hours
from 3:00 to 4:00 p. m. All deliv
ery wagons and trucks must have
a privilege ticket which entitles
the entrance of wagon or truck,
with not more than two persons,
during the hours specified for the
delivery of goods.

In the hearing before the United
States district court, the conten
tion was made that the Highway
deparment had not advertised
properly the fact that contractors
should pay the prevailing local
wage on the two projects in ac
cordance with the NRA rule that
local governmental subdivisions
may fix the wage scale on projects
paid for wholly with non-federal
funds. -~
On the project of which bids
were opened today the Highway
department in its advertisements
for bids set forth that the local
prevaiing wage *scale in the com
munity where the work is done
should be paid by the successful
bidder. The Georgia code author
ity for contractors announced sev
eral days ago that contractors in
Georgia could bid on today’'s pro
jects on the basis of less than the
NRA 40 cents an hour wage min
imum and still retain, their Blue
Eagles.
Kemp and Company, of Ocilla,
was the apparent low bidder on
another state-financed project, the
repair of a bridge over the Sa
tilla river near Woodbine in Cam
\den county.
On another project, the grading
of 5.9 miles in Warren county, W.
L. Florence companp of Powder
Springs, Ga., was apparently low
with a bid of $27,866.

death penalty for Thomas H. Rob
inson, jr., 27, discharged lunatie,
