his parting message to the legisla
ture and people of South Carolina
Thursday that the state act prom
ptly to supplement federal relief
funds.- s
Citing a request from Washing
ton that South Carolina bear part
of the relief burden, the retiring
state executive recommended “that
the proper legislation. be passed to
enable the state to meet the re
quirements of the national govern=
ment.”* :
“It will be calamitous,” he warn
ed, “if this relief program is sud
denly ‘abandoned.”s ‘., .. . ...
The wovernor said, ‘more than
