Augusta Is Confronted With Old Problem;
Liquor Legalized Just Across S. C. Line
AUGUSTA, Ga. —(#)— Augusta
found itself confronted Tuesday
with the same problem it faced 28
vears ago—liquor taboo in Georgia
but welcome in South (Carolina,
just across the Savannah river,

C., state dispensary at North Au
gusta—a short walk across the
bridge from downtown Augusta—
grew in a week or two from a cor
ner shop to the second largest
store in South Carolina. It led all
except the Charleston dispensary.
Now, with Georgia officially dry
as far as liquor is concerned, the
question is: what will happen
when the expected flock of private
liquor stores bobs up again on the
bluffs a half mile from here?
The -bootlegger is wondering
whether his customers will prefer
to buy legal liguor by the hottle in
South Carolina, or buy his liquor
by the drink. They can’'t drink in
a South Carolina store,
The drinker of liquor perhaps is
wondering whether it will be
cheaper and better from a licensed
dealer, or from the bootlegger.
There’s a tax and license of near
ly $1 a quart in the South Carolina
set-up. %
And city officials may be won
dering if the money diverted from
here will have any serious effect
on revenues from beer gnd wines.
- Many beer parlors here openly
sell whisky. Beer has been “licen
ser” under c!iy ordinance here for
many months.
For six years, from 1907 to 1913,
the dispensary across the river did
a land-office business. It supplied
liquor for one of the most popu
lous wet areas in or on the border
of, South Carolina. "
In 1913, the city license “near
heer” saloons at SI,OOO a year.
There was a sort of an understand
ing that hard liquor was not to be
confiscated. The plan worked until
1916, bringing in $600,000 ip the
years it operated. That year, even
near-beer was outlawed in Geor
gia. i
But South Carolina went dry al
most simultaneously, closing the
vexaging source of contrast.
Today, an “alcoholic beverage”
license is on the city's statute
books, but no licenses have ever
been sold. Mayor R. E. Allen, jr,
who was asked about the situation
when the state supreme court de
nied injunction to prevent their
being soold, said he would await
the outcome of the May 15 repeal
referendum.
With repeal beaten, there is un
certainty here as to what will be
done. The mayor advocated in
council the “secession” from Geor
gia’s bone dry law, did not take an
active part in the recent repeal
election and the eity majority
group which he represents was
“hands off.” Savannah, meanwhile,
rolled up a tremeéndous majority
for repeal.
North Augusta, principal Sout]
Carolina suburb of Augusta, is un
decided about returning liquo
stores in its borders. HWowever,
there are unincorporated areas
within a half-mile ‘of a bridge
lower down the river which could
not he affected by a town ordi
nance. ;
