The Census Returns appear to give
general dissatisfaction, and so great is
the disinclination to accept the figures
of the returns, 28,000 as our popula
tion, that Council, as will be seen by
our reports of its proceedings else
where, has provided for the taking of
our census by the city, independent of
"the government enumeration, which is
thought, whether with reason or
