The Congressional Excursion oil
Tuesday last.
After the labours of the Congress
ional Convention, which covened in
this place, on Tuesday last, was over,
at 1 o’clock, P. M., in answer to invita
tions from Col. 11. A. Crawford, Sup
erintendent of the Cartersville & Van
Wert It ulroad, tendering a free ride
ov'er the same to Stilesboro and re
turn, and also from Captain David
W. Iv. Peacock, Secretary and Treasu
rer of the Bartow County Agricultural
Association, to visit and inspect their
Fair Grounds and witness the horse
back feats of out* gallant Kuights. At
the hour appointed the aforesaid Con
vention of delegates, together with a
crowd of visitors and citizens—out
siders, aceo ,r »ponied by the Cartersville
Brass Band, all aboard the train, the
whistle blew, and amidst the sweet
swelling notes of the band, puffing of
the engine and roaring of car wheels,
the train glided oft' upon the track of
said road as gently and smoothly as
ever a vessel did upon the unruf
fled bosom of a placid lake. Away
she hied to the rippling Etowah, four
xniles distant, passing in full view of
the Fair Grounds and down the valley
of Pettit’s Creek and across the same,
on to the river and across it, down its
majestic valley and through the beau
tiful, level bottom, fields of corn and
cotton smilingly greeting us as we pass
ed hurriedly on to our destination. —
Reaching Shelman’s station our com
pany was slightly augmented by the
addition of a few “of smiling fair ones
dressed in pink and blue;” then across
Raccoon creek and by Brandon Chap
el, the whistle blew, brakes on and the
train was Drought to a halt, we had
reached our destination. Although
we could find no village, depot, nor
refreshment saloon, and nothing blit
out-spread fields and forests, wa
were assured that the classic village of
Stilesboro, on the one hand, and Eu
harlee, on the other, were close by.—
Our time being short, as the conven
tion had accepted the invitation to vis
it the Fair Ground at 5 o’clock, the
signal was given and the train reversed
her direction, and in less than half an
hour the cars halted opposite the Fail-
Grounds in the suburbs of Carters
ville. Taking a glance in that direc
tion we saw quite a crowd assembled
there, and the Kuights arrayed for the
the contest. Soon the train was dis
gorged of her load and they gathered
along the race track eager for the fun
to commence. A blast from the band
soon rallied the Kuights for their ex
ploits. Stiles came first, then Byom
then Conyers, then McCarson, then
then Dobson, then Aycock, aud last
Fields. Aycock had made all the
points. The nest round Conyers made
them. These were the only two who
did, although some came in one, and
others in two of it. Stiles was said to
, be the most graceful, and Lyon the
most dashing, rideis. They all rode
well, but, in the main, fell behind their
accustomed practice. The engine gave
its usual signal and the crowd dispers
ed—some to their homes and others
to the train. Those on board the cars
were soon landed back at the point
from whence they started, all right
side up with care. All expressed them
selves as being perfectly delighted with
the country and trip, admired our
beautiful Fair Grounds and the sport
of our chivalrous Knights, and left the
train impressed with the fact that our
railroad, so far from being a “dead
cock in the pit,” was just beginning
to give evidence of vitality.

We learn that all the country will
be represented at our Fair—hosts of
people will be with us. Messrs. Guth
rie and others, engaged in the feeding
and sleeping line, are you all prepared
for that occasion ?
Erwin street has been put in fine
condition. That’s light now for
Cassville street!
Our friend, J. T. Owen, has moved
to his nice, new, cosey house, on Cass
ville street, and so has Col. Akin mov
ed to his new and comfortable bouse
in the same neighborhood; and so our
town grows apace. We should be
pleased to see a thousand such fami
lies move into our bailiwick.
We notice a friendly difference of
opinion upon the subject of legal inter
est, what its rate should be, &c., be
tween our esteemed cotempoaaries, the
Atlanta Constitution aud Intelligencer.
/The latter holds that the old rate of 7
cent, should be the rate; that the
pcJver to charge more, would be op
pressive to the borrower; that advan
tage would be taken of his necessities,
and enormous rates would be exacted,
which, if legal, would ruin his business
in the end. The Constitution contends
that money, like other things, simply
mercantile, is worth its value, or, what
it will bring. A mule worth S2OO 00
will bring it; if money is worth 6 per
cent., or 20 per cent., let it be free to
bring its value like other property, and
not confine it by legal stricture. If
the rate is too high, Capital from
abroad will come, seeking profitable
investment, and finally competition
would lower the rate, perhaps, below
7 per cent., the present legal price.—
Both arguments have weight, and de
serve thoughtful legislation. But, alas !
neither applies, at present, to the wel
fare of Georgia. Under her present
laws, Capital is not safe here; it can
not be loaned with the certainty of col
lection —it may be paid, but it is doubt
ful!
The present laws of this State are
opposed to capital, whether home or
foreign; if any man is not worth over
$3,000 in gold, nothing whatever, can be
collected, from him. A widow may
have nothing in the wide, unfeeling
world, but $3,000 in gold, and in the
noble impulses of her confiding heart,
loan it to a citizen in good standing,
and after a while, want it again; but
when she culls for it, she is informed
that she cannot be paid; she involun
tarily applies to the law; her honest
lawyer tells her it is useless, for the
man to whom she trusted her all, has
taken the benefit— Heaven of mercy,
what a word !—of the Homestead law !
The heart-broken widow goes to her
beggard babes, and he, who has her
money, and who is the protege of the
law, goes smiling to his home and bu
siness !!
God says “Owe no man anything.’’
Our law says, “pay nothing—Home
stead allthings.”
No, Messrs. Constitution and Intelli
gencer, money will not seek a State
with such laws, no matter how high
the rate of interest it may allow, for
it loves to feel safe, and will keep safe
even at a low rate, to-wit: the bonds
of England only pay 3 per cent., and
millions are invested in them. We
have at least, 1,100,000 inhabitants in
our State; this would give at least
200,000 heads of families, and each one
of these can have exempted $3,000 in
gold value, making the enormous sum
of six hundred millions of dollars—a
sum exceeding the tax value of the
whole property of the State. With
what confidence then, can we look for
Capital to seek us. Let us not sup
pose that Capitalists of the out-side
world, are ignorant of our collecting
laws; they know all about them, and
will act upon their knowledge. And
as loug as money is so unsafe, when
loaned at home, our own Capitalists
will send their money out of the State for
safe investment, and the time will come,
we much fear, when they will follow
their investments, and leave a penni
less remnant to pay our enormous tax
es !
One question: Would it not be wise
to reduce the sum exempted to one
thousand dollars ?

The Senate passed a bill forbidding
the sale or hypothecation of any Rail
road bonds endorsed by the State, for
less than ninety cents on the dollar.
The House voted to seat the Demo
crats, members elect, from Madison,
Marion, Monroe, Irwin and Telfair
counties.
Joseph E. Brown will probably be a
candidate against Young, for Congress,
some prominent Conservatives say

following Tax be assessed, levied and collect
ed from tbe"Tax Payers of Bartow County, over
and above the State Tax, both General and Spe
cific, except wherein excepted, by law, as a
County Tax for said County, for the year 1870;
To-wit :
FIRST, That Sixty-live per cent, be levied and
collected on the State Tax, both General and
Specific,;to pay the legal indebtedness of said
county,' past due, which has accrued since the
Ist day of June, 1605; and to pay the necessary
current expenses of said county for the present
year; aud for Building and Repairing Bridges,
"and other Public Works, not mentioned in the
Order.
SECOND, That Twenty percent, on said State
Tax be levied and collected for the purpose of
paying the third and last installment for Pau
per Farm, and pay ing wages of Commissioner

Many females suffer in some way atcat h mon
thly period; some girls are in great peril at the
commencement of menstruation, wliild older
