The proposal is for the construction of a 500/230 kilovolt (kV) substation, a 230 kV switching station, a 46.5-mile 500 kV transmission line, a 5.2-mile 230 kV transmission line, a 7.65-mile 230 kV transmission line, and a 10.2-mile 230 kV transmission line. The proposal also includes modifications to existing transmission facilities in the area. The Proposed Action crosses Morgan, Walton, Putnam and Oconee Counties. Georgia Transmission Corporation (GTC) has requested long-term financing from RUS for this proposal. Additionally and in accordance with Executive Order 11988, Floodplain Management; Executive Order 11990, Protection of Wetlands; and USDA Departmental Regulation 9500-3, Land Use Policy, the purpose of this notice is also to inform the public of the proposed conversion of wetlands and effects to floodplains and to request comments concerning the proposal, alternative sites or actions that would avoid these im pacts, and methods that could be used to minimize these impacts. Pursuant to 36 CFR 800.2(d), the purpose of this notice is to inform the public of the potential impacts to historic properties and request comments concerning the proposal and any concerns with impacts to historic properties. SUPPLEMENTARY INFORMATION: The Proposed Action would result in the construction, operation, and maintenance of the East Central Georgia Reliability Projects. Components of the project include new transmission lines that GTC will construct and own, which include the 46.5-mile East Walton - Rockville 500 kV Transmission Line, the 5.2-mile Bostwick - East Walton 230 kV Transmission Line, the 7.65-miles East Walton - Jack’s Creek 230 kV Transmission Line, and the 10.2-mile Bethabara - East Walton 230 kV Transmission Line. GTC will also construct and own the East Walton 500/230 kV Substation (requiring 57.25-acres of land disturbance) and the Bostwick 230 kV Switching Station (requiring 27.54-acres of land disturbance). In addition, GTC will also make modifications to existing facilities that will require limited or no land disturbance. These facilities include the Bethabara 230/115/25 kV Substation, the East Social Circle - East Watkinsville 230 kV Transmission Line, East Social Circle 230 kV Substation, East Watkinsville 230 kV Substation, Doyle 230 kV Substation, and LG&E 230 kV Substation. As connected actions, GTC will construct the proposed Jacks Creek 230 kV Switching Station (requiring 17.8-acres of land disturbance), which includes modifications to the existing Doyle - Monroe 230 kV Transmission Line on behalf of the Municipal Electric Authority of Georgia (MEAG). MEAG will own and maintain these facilities. Also, as connected actions, Georgia Power Company (GPC) will construct, operate, and maintain the pro posed Rockville 500 kV Switching Station including the modification of the existing Scherer - Warthen 500 kV Transmission Line. Georgia Transmission Corporation has prepared an Environmental Assessment for RUS that describes the project, assesses the proposed project’s environmental impacts, and summarizes, as applicable, any miti gation measures used to minimize environmental effects. If implemented, the proposed project will convert 0.5 acres of wetlands and impact 0.2 acres of streams within the Proposed Action area. In accordance with Executive Order 11990, Protection of Wetlands, and USDA Departmental Regulation 9500-3, Land Use Policy, the purpose of this notice is to inform the public of this proposed conversion and request comments concerning the proposal, alternative sites or actions that would avoid these impacts, and methods that could be used to minimize these impacts. Additionally, if implemented, the proposed project would involve construction of transmission lines and supporting infrastructure within approximately 47.51 acres of the 100-year floodplain. In accordance with Executive Order 11988, Floodplain Management and USDA Departmental Regulation 9500-3, Land Use Policy, the purpose of this notice is to inform the public of this proposed effect and request comments con cerning the proposal, alternative sites or actions that would avoid these impacts, and methods that could be used to minimize these impacts. RUS has conducted an independent evaluation of the environmental assessment and believes that it accurately assesses the impacts of the proposed project. No significant im pacts are expected as a result of the construction of the project.
