According to Baldwin County Deputy Coroner Tonja Joiner, a Florida man, identified as 78-year-old Robert Dluhos, and his dog were reportedly killed in a crash around 6:30 p.m. Saturday. The plane was scattered across a 100-yard field near Georgia State Route 212 with Dluhos found in pieces. The National Transportation Safety Board reached the crash site around 2 p.m. Sunday to conduct its investigation into the cause of the crash. “I spoke to his daughter, and she said his place of residence was Jack sonville, Fla. but he had recently bought property in Milledgeville,” said Joiner. “His family has been notified of his death and he was sent BCFR/Facebook Federal authorities have assumed control of the scene of last week's plane crash, according to a social media post by Baldwin County Fire Rescue. to the crime lab the morning of Aug. hearing the crash. “The preliminary information we have is the plane crashed in a wooded area five miles from Baldwin County Regional Airport,” said Sarah Taylor Sulick, public affairs specialist for the National Transportation Safety Board. “Once the scene is docu mented and the aircraft is examined, it will then be recovered to a secure pilot’s license, ratings and recency of flight experience, a 72-hour back ground of the pilot to determine if there were any issues that could have affected the pilot’s ability to safely operate the flight, witness state ments, and any available electronic devices or footage that could contain relevant information. “During the on-scene phase of the investigative process, the NTSB does not determine or speculate about the cause of the accident,” said Sulick. “A preliminary report will be available within 30 days.” Public flight tracking data shows the plane was traveling from South Carolina to the Baldwin County Regional Airport before it disap peared from radar. It flew over Lake Sinclair, making a 90-degree turn southeast before disappearing toward the crash site. The design also includes land scaping to meet zoning requirements. “This project will improve cell coverage in an area that has no to poor service,” Lively said during the hearing. “It will also enhance high-speed internet access and broad band connectivity for the community.” Prior to approval of the project, however, District 3 Commissioner Steve Hersey sought clarifica tion on the technology the tower will support. He noted the application emphasized 4G coverage despite carriers frequently advertising 5G networks. Lively explained that while 5G is widely marketed, it is not always the most effective solu tion, particularly for rural settings. Garrett said. “We need more coverage where more people live, but we also try to avoid placing towers in residential areas. How do we recon cile that?” Jackson said that because the property remains zoned agricul tural, the tower complies with current rules. If future rezoning to resi dential is requested, the portion of land containing the tower would remain agricultural, she added. Jackson also stressed the county’s land use plan is advisory only and does not override existing zoning. “The zoning is there; it’s allowed by conditional use,” she stated. “If there was rezoning to zoning that was not allowed, that’s where the compre hensive land use plan would come into play.” Commissioner Jeff Wooten of District 4, where the cell tower will be built, expressed confidence that it will not interfere with residential development. He noted William Arnold “Bill” Carman, Jr. of Eatonton, GA, passed away on Tuesday, August 19, 2025, at St. Mary’s Good Samaritan Hospital at the age of 86. Known for his helpful nature, Bill was actively involved in his commu nity, serving as a volunteer firefighter and supporting fellow veterans. He was a member of Christ Our King and Savior Cath olic Church and the Knights of Columbus. Bill was also talented in various areas and enjoyed Elliot Zivic, Declan, Cameron, and Mia DeJunco, and Maria and Manny Villalta; along with many friends. For this rural location, 4G will provide stronger, more reliable coverage. In many cases, towers are designed to carry both 4G and 5G, but in this case, 4G is what best fits the coverage needs.” District 2 Commis sioner Richard Garrett pointed out the county’s land use plan identifies nearby areas for possible residential growth.
