GRAND JURY PRESENTMENTS OF JUNE
TERM BARROW SUPERIOR COURT, 1921
TO THE HONORABLE BLANTON

COURT, BARROW COUNTY, GA.
We, the Grand Jury, sworn for the
June, 1921, Term of the Barrow Coun
ty Superior Court, beg to submit the
following report:
Through a committee appointed for
the purpose we have investigated the
pension list of Barrow county, and find
that there are twenty-seven male indi
gent pensioners, and one disabled pen
sioner and thirty-five widows of inri
gent soldiers, each of whom have been
paid One Hundred Dollars for this
year, leaving a balance due them by the
state of Twenty-five Dollars each, ex
cept the pension of W. C. Robertson,
deceased, which is being held for ad
justment. We also find anew list of
pensioners, as follows: Fifteen soldiers
and sixteen widows, none of whom have
been paid by the state. So far us we
are able to determine, each person
whose name appears on these lists is
entitled to draw the amount shown to
be due.
Through a committee for the pur
pose we have investigated the condi
tions of the public roads and bridges
of the county, and report same to be in
very good condition, taking into con
sideration the working conditions under
which the road gang has had to operate
during the past year. We commend
our Ordinary for the faithful efforts
toward keeping up the roads. We re
commend that the bridge at the Smith's
old mill place, near Bethlehem, be re
paired, as it is in dangerous condition.
We commend the Ordinary's efforts
toward getting an adjustment with the
State Highway Department on account
of that stretch of road near the river
bridge on the Jefferson Road, which
has been finished with a top soil that
not satisfactory, and recommend that
this stretch of road be required to be
put in proper condition before a final
settlement is made with the State
Hightvay Department, if at all possible.
We recommend that all of the railroad
crossings in the county be put in prop
er condition, as required by law.
We recommend that T. X. Suddeth,
whose time has expired as X'otary Pub
lic and ex-officio Justice of Peace,
Chandlers District, 246 G. M., be reap
pointed to that position.
Through a committee appointed for
the purpose we have examined the con
vict camp and machinery and equip
ment on hand, all of which is in good
order and condition, and the several
items of material and equipment on
hand, all of which is in good order and
condition, and the several items of ma
terial and equipment on hand appear
to agree with the inventory which ap
pears in the Special Auditor’s report;
and find an additional item not named
in that report of a set of blacksmith
tools. We find that there is no stock
record kept in the Ordinary’s office of
material and equipment belonging to
the county chaingang, and recommend
that a complete inventory be made, aiul
from this that a stock record of live
stock, machinery, tools and road equip
ment be fully maintained at all times,
with proper notation made of purchas
. of new property, or complete impair
ment or loss of property, so that it will
he possible to keep better track of the
county’s property.
Through a committee appointed for
the purpose we have made a bilef tx
amination of records of the several
county officers, which appear to be cor
rectly kept. We append hereto the
following reports of county officers:

Grand Jury.
We recommend that all of these re
ports be published in full, and call es
pecial attention to the letter accompa
nying the special audit, which carries
the suggestion that the county books
be kept more accurately iu detail, etc.
We recommend and urge that a more
thorough and accurate method of keep
ing the books and records of the county
\k' installed. We recommend further
that hereafter a semi-annual audit be
made of books and records of the coun
ty, and report the same be made each
next succeeding grand jury and same to
made each next succeeding grand jury,
and same to be published as part of
presentments.
Through the same committee appoint
ed for examination of the books of the
county officers we have examined the
books of the Notaries Public and Jus-
rices of Peace of the comity, which are
found to be correctly kept, except in
some instances the records are incom
plete in that the cost items are not re
cited in detail, and some of the cases
tried in Justice Court are not signed,
or are otherwise incomplete, and we
recommend that these books be more
accurately kept.
Through a committee appointed for
the purpose we have inspected the pub
• buildings. We find the jail in good
condition, and well kept, and find the
court house in an unfinished condition,
and recommend that it be finished as
soon as possible if money can be rais
ed with which to do it.
We recommend that an election be
called for the purpose of voting on an
additional Issue of bonds not exceed-j
ing Fifty Thousand Dollars in amount,
for the purpose of completing and
equipping the court hotfse and refund
ing the amount of approximately Twen
ty-seven Thousand Dollars that has al
ready been expended on the court house
>ut of general funds, in order that it]
may not be necessary to raise so large
an amount as approximately Twenty
seven Thousand Dollars in tax assess
ment this year and in order that we
may better preserve the building al
ready begnu, while labor Sind material
may be obtained more cheaply than in
the past.
We recommend that the services of
the County Farm Demonstrator be dis
continued.
\A’e recommend that the services of
County Policemen be discontinued.
AA’e recommend more rigid enforce
ment of the laws prohibiting persons
under fourteen years of age from driv
ing a motor vehicle, and the laws pro
hibiting reekleess driving or driving
faster than allowed by law on the pub
lic highways and running without
lights.
AA’e desire to extend our thanks to
Mr. C. O. Niblack, Special Auditor, for
appearing before our body several
times in response to inquiries made and
information desired by this body rela
tive to the county’s financial condition
in addition to the splendid and compre
hensive report made by him.
AA r e extend our thanks to our fore
man, Rev. AV. H. Faust, who lias so
ably presided over this body. AA’e ex
tend our thanks also to our Clerk, Lee
S. Radford, and recommend that he and
the foreman be paid the sum of one
dollar oer day extra for their services
AA’e extend our thanks to our bailiff, J.
AV. Sims, who has so faithfully and un
tiringly performed his duties.
We recommend that these present
ments be published in the Winder News
and that on account of the unusual
amount of detailed statements accom
panying these presentments that the
Winder News be paid the sum of Thir
ry Dollars for their publication.

In addition to the above amount, we
have secured for the Statham school on
consolidation with Union school the
sum of $500.00 which is paid direct
to Statham by the state, and does not
pass through the Superintendent’s
office. The Parish school lot —2 acres
—was bought by the Board of Educa
tion and a substantial two-room build
ing was built by the patrons of this
school. From the above figures you
will observe that there is a cash bal
ance of $725.21 and a balance due from
the state fund for 1920 of $7,750.80,
makiug a total of $8,476.01 that has
been accumulated during the six years
I have been in office. By the judicious
use of this accumulated balance, we
have been able each year to hold down
the amount borrowed and keep our in
terest figures low.
In makiug this my last report I wish
to refer to the wise and judicious poli
cy of tin' Board of Education and the
splendid men who compose it. It has
been through their full co-operation
and support that I am able to make so
satisfactory report.
