CAMPAIGN ENDED
A FINAL REPORT AND ANALYSIS OF SUBSCRIPTIONS BY W.
H. OUARTERMAN, THE COUNTY CHAIRMAN.
I did not have time to organize
the county anew, so attempted to
use the same organization, with a
few changes as in t lie fourth Loan.
From the first i realized 1 had
undertaken a difieult if not impos
sible, task, but went about it as
Wiest I could.
For my failure to put Barrow
county over, 1 accept my due
share of blame, I am not a good
organizer, nor have 1 the necees
sary executive ability to enthuse
my workers in aeampaign as hard
as this one.
It seemed impossible to get my
■committees to work and the coun
ty was not thoroughly canvassed
at all, in several districts no ef
forts whatever were made. The
amount subscribed is large for the
actual efforts made to secure sub
scriptions. However, there is no
excuse for the citizens not making
subscriptions voluntarily and
showing their patriotism,the drive
was veil advertised in the papers
and by the Victory Loan Rally
which attracted one of the larg
est crowds ever seen in Winder.
The people seemed apathetic, hard
to arouse to their duty and seemed
to think the other fellow should
take the Bonds this time and they,
one and all. excused; the war was
over and they very busy about
their own affairs, with no time
nor desire to work for or take
Bonds. Underlying it all was the
fact of lower prices in cotton and
the holding movement, which
blocked money from circulation,
cramped the banks and caused a
general feeling of inability to in
vest now.
Many of our most able citizens
failed and refused to subscribe, l
Suppose they have their reasons,
but they are not apparent and re
main a mystery to me and the re
sult of their failure caused many,
Jess able, to follow their example
and offer it as an excuse.
Cain’s district again shows her
loyalty and patriotism, by being
the first district to get over the
top, and she is awarded a Ger
man Helmet.
Winder and House’ B district
went way over the district quota
of $114,850 but was not able to
pull the outlying districts over
with their quota.
To the North Georgia Trust &
Banking Cos. is awarded a German
Helmet for the largest corpora
tion subscription, $27,200.
This bank also has the honor of
subscribing its full quota as allot
ted by the government authori
ties, and, of having the largest li s t
of individual subscribers, almost
equaling the other two, and had
the other banks joined her in a
prorata division of the unsubscril
ed part of the county quota, Bar
row county would have been put
over the top.
All the banks of Winder made
liberal subscriptions and offered
all their facilities to their custo
mers for carrying subscription B at
the lowest rates of interest; for
this co-operation 1 thank them.
The Winder National Bank of
ficials did not deem it wise to load
the bank so heavily with the Gov
ernment Bonds, fearing it would
injure their ability to serve their
customers and in this view the
Farmers Bank concurred, in this
they may have been wise, I have
no censure for them and only re
gret that there were not subscrib
ers of all kinds sufficient to put
on the Honor Roll of Georgia
counties.
Subscriptions in Houses district
amounted to $134, 850 and only a
few hundreds of this, some from
without the city limits of Winder,
we rejoice to know that our city
lias kept up its unbroken record
of loyalty and patriotk”'. in all the
Governments War Activities.
Mr. W. C. Horton is awarded a
German Helmet a 9 being the larg
est individual subscriber to Victo
ry Bonds to-wit, $7,500.
