Walking Into a Complexion.

Sayings and Doings of the Official
Heads of the Government.
The president, Monday, appointed
Frederick Fitzgerald, of Connecticut,
to be consul of the United States at
Cognac, France.
The postmaster general issued a gen
eral order Monday allowing postal em
ployes in all states where elections
were held to observe holiday hours, so
as to give them time to vote.
On account of lack of mucilage on
them the third assistant postmaster
general has ordered the destruction of
thousands of the first issue of postage
stamps turned out by the bureau of
engraving and printing.
B. F. Remingtonn, inspector of pub
lic buildings has just completed an
examination of the Chattanooga cus
tom house, and in his report to the
treasury department he will condemn
the work of the contractors, being a
New Orleans firm, in unmeasured
terms.
The president lias pardoned James
A. Jassul, sentenced in Mississippi to
four years imprisonment lor pension
frauds. Application for pardon waa
denied in the case of John H. Sloan,
sentenced in South Carolina to three
and a half years imprisonment for
counterfeiting.
I view of the enormous amount of
campaign matter that is going through
the mails, a number of postmasters
have asked authority of the postoffice
department to appoint additional car
riers until after the elections. The
department has complied with all such
requests received. The number of ex
tra carriers thus authorized being quite
large.
The presidential family has moved
out to Woodley, Mr. Cleveland’s coun
try residence. They will remain there
until winter weather sets in. Mr.
Cleveland will drive into town fre
quently to attend to public business at
the White House, but the preparation
of his annual message to congress will
be done in the country, where there is
no danger of interruption.
Mrs. Cleveland has accepted the in
vitation to Christen the American line
steamer St. Louis, which will bo
launched at Philadelphia in the 12th
inst. The president will not attend
the ceremony, but Mrs. Cleveland will
leave Washington on a special train
accompanied by a party of her ow n
setoction, including the wives and
daughters of the cabinet officers and a
number of personal friends.
The contract for dredging and im
proving the Harlem river, New York,
will be awarded to Rittenhouse R.
Moore, of Mobile, Ala., by the war de
partment. When proposals for doing
the work were opened, the bid of Mr.
Moore was found to be considerably
lower than those of his competitors,
the next lowest being that of a New
York firm. This is probably the first
time that a firm so far south has suc
ceeded in securing such a large con
tract in New York.
Tlie president has decided that Chap
lain Henry B. Plummer, a colored
Maryland preacher, who was appointed
July 1, 1891, be dismissed in disgrace
from the army. Plummer was tried
by court martial recently for getting
drunk with enlisted men, to the scan
dal of the service, and with disreputa
ble conduct in the house of a non-com
missioned officer of the Ninth cavalry,
at Fort Robinson, Neb. The court
recommended his dismissal, the presi
dent approved the finding after careful
consideration, and official orders w r ere
issued from the war department carry
ing out the sentence. Plummer had
hitherto held a good reputation in the
service, was w ? ell educatad at Howard
university, Washington, and his ap
pointment was the result of strong
recommendations from many promi
nent statesmen.
Will Release Them.
The Nicaraguan government has ae
ceeded to the request of the United
States and has*permitted the two exiled
Americans, Willbank and Lampton,
who were given asylum on board the
Marblehead, at Bluefields, to land at
that port to close their personal affairs.
Nicaragua has also guaranteed to grant
them full amnesty upon their agreeing
to respect the authority of Nicaragua
over the Mosquito coast. This action
is entirely satisfactory to the United
States, as both of these men were ex
ceedingly active in the last revolution
ary council and the other acting as a
judge under Chief Clarence. This ac
tion of Nicaragua ends the Mosquito
incident and permits the last remaining
American cruiser, Marblehead, to leave
Bluefields.
The Civil Service.
The president has signed several or
ders of great importance in connection
with the civil service reform move
ment, making extensions of the classi
fied service to officers not hereto
fore classified and revising the ex
isting classifications in branches of
service already classified so as to
bring within the classification many
places heretofore excluded. Among
the changes are the fodowing: The
custom classification is revised so as to
bring within the service sll employes
not serving merely as workmen or
laborers without regard to compensa
tion and extending the classification
to include all customs districts in
which there are as maDy as twenty em
ployes. The present limit is fifty.
The classification of departmental
service at Washington is amended so
as to include messengers, assistant
messengers and watchmen.

On Tuesday every state in the union
except Maine elects congressmen.
Maine has already elected four repub
licans. Many states elect governors
and statehonse officers. Except the
state election in New York, the great
est interest throughout the country in
now centered in the congressional
elections, for there is mueh doubt as
to which party will elect a majority of
the members of the next hense of rep
resentatives.

Why Are Women Always Busy.
Men rarely complain of want of time
out of business hours, but women do
so perpetually. No matter where they
are they are always busy, and of the
hundred things which they planned to
do in the morning something always
remains undone at night. Of course,
women have far more to do than men,
and, of course, their work is never
finished; but would it not be the same
if the days were forty-eight hours
long? I believe it would, and that
those women who always feel they
have no time never will have any.
Now, why is this? Chiefly because
they are without method; secondly,
because they don’t make the most of
odd moments; and, thirdly, because
they Are always trying to be polite.
The fact that men act differently may
account for their having time at their
disposal.
Though women’s time is subject to
frequent interruptions, and they hav6
no regular hours like men have, might
they not have some system in their
work? Generally they know before
hand pretty w'ell what the day’s work
will be, and they should apportion
different times to different duties, and
adhere as closely as possible to their
arrangement.
In theory they often do so, but in
practice they generally follow the im
pulse of the moment, forgetting that
such interruption involves much more
loss of time than the mere interruption
costs.
Their duties become confused, and
their minds upset, and when the day
closes they find many things undone,
which they had fully intended doing.
They will make up for lost time tomor
row, they think hopefully; but the
same sort of things happen again, and
there is always the tame result day
after day, week after week.
Nothing is more disheartening than
a series of failures in doing what we
had purposed; and after bravely fight
ing on for some time, attempting far
more than they have strength for, and
all the time under a despairing con
sciousness of inability to accomplish
this task, they become nervous, weak
of will, and incapable of struggling
further.
