MOST AMERICANS REGRET to see U.S. military action in
Cambodia that widens the war in Southeast Asia. At the same
time, we all hope and pray, as the President expects, that it will
reduce American casualties and speed the end of the war.
This was the President’s decision to make as Commander in
Chief of the Armed Forces under the Constitution. As such, it must
be respected, in spite of widespread concern, my own included,
about its consequences. Time will tell the effectiveness of this
move.
The great concern felt by many people is that the Cambodia
action is not actually fighting the war more vigorously, but only
extending its confines. In view of past performance in Vietnam,
it is not difficult to justify such a feeling.

PEOPLE HAVE NOT FORGOTTEN that it was just this kind
of action that led to the costly war in Vietnam. To date, approxi
mately 50,000 American soldiers have lost their lives over there,
and close to 275.000 have been wounded.
We have been bogged down in Vietnam for six years with no
real effort to achieve victory. The Communists throughout all of
Southeast Asia are fully aware of this. And that is why we are now
faced with even deeper involvement in Cambodia and Laos.
I have felt for some time that if the United States was not going
to fight with a determination to bring the Communists to a settle
ment and to get our soldiers out. then we have had no business
being there
We have not fought the war. We have not taken the war directly
to the enemy. We have allowed privileged sanctuaries, not just in
Cambodia and not lust in recent months. They have also been
allowed in North Vietnam and Laos, and tor manv years.
With all the current fervor for attacking in Cambodia, one
might well ask why some of these sanctuaries and strategic targets
have not been attacked before now This is precisely whv this war
has so divided the country. Americans do not like to see their
soldiers fighting with one hand tied behind their backs.

IF MOVING INTO CAMBODIA means that we at last intend
to prosecute this war the wav it should be prosecuted and to
destroy the Communist wai effort, then this action will have the
support of a majority of American people However people are
not goinc to countenance the loss of more American blood and
treasure in the absence of such a rle’crmination
