The 1973 Farmer’s Tax Guide
l\gs just arrived in my office.
This tax guide booklet has been
prepared to help farmers
prepare their 1972 income tax
returns. It is helpful to farmers
who have a tax practitioner file
their returns as well as farmers
who fill out their own tax
returns. The Farmer’s Tax
Guide is an Internal Revenue
publication.

FALL YARD WORK
Just because fall of the year is
here does not mean you should
take a vacation from work in
the yard. Several outdoor items
need your attention this time of
year.
One thing you can do is study
the shrubs now growing around
your house and yard. Take a
look-a close look-at their size,
shape and vigor. Are they
fulfilling the purpose you
intended for them when you
planted them? If not, what do
you need to do-prune, trim,
fertilize, move. . .or what?
Here’s something else that
needs doing in a lot of yards:
clean up old flower beds.
Remove the annuals which
have, by now, completed their
life cycle.
If you have a vegetable
garden, this area should also be
cleaned. Removing old plants
and roots now will cut down on
insect and disease problems
neixt year.
Space Heaters
Can Be
Dangerous

Winter is rapidly approach
ing. This is the time of the year
when idle heaters are put into
use.
The Health Department urges
everyone to carefully check
their heaters; especially chim
neys and vent pipes for
obstructions.
Gas heaters are of particular
concern. The use of unvented or
improperly vented gas heaters
can be extremely dangerous.
Many people have lost their
lives due to not properly venting
small gas space heaters. Air is
used to burn the gas and the
exhaust fumes from non-vented
heaters stays in the home.
Outside air is needed to replace
the oxygen used by the heaters.
Because the exhaust fumes
contain carbon monoxide (a
deadly colorless and odorless
gas) these fumes need to be
vented to the outside through
fireproof insulated (double
walled) vent pipe.
Carbon monoxide poisoning
can occur suddenly and
overcome a person before they
can get outside to fresh air.
Little warning is accompanied
CO poisoning. Sometimes head
ache and nausea occurs.
For information regarding
proper venting of gas heaters
contact your local Health
Department or see your local
gas heater dealer and have
them inspect your heating
system.

Files For Facility In Jackson
Prompted by the demand for
additional sources of home
financing in Butts County and
the upward trends in home
ownership, Decatur Federal
Savings and Loan Association,
Decatur, Georgia, has filed
application with the Federal
Home Loan Bank for establish
ing an extended service facility
to serve their customers in
Jackson and Butts County.
Announcement of the applica
tion strikes an encouraging note
in the tone of the country’s
economic future. The oppor
tunity for its growth lies in more
adequate financing for homes,
which will be provided through
the loan service facility.
Decatur Federal will be the
first Savings and Loan Associa
tion to offer local service to the
area to encourage home
ownership through long-term
mortgages, and to offer the
convenience of a nearby
location for customers to
receive counsel and obtain
loans.
“Decatur Federal has a
substantial savings volume in
the Butts County area, and with
a service branch, customers
will be contributing to the
area’s growth as these savings
are reinvested locally.” Presi
dent Roy A. Blount pointed out.
With approval by the Federal
Home Loan Bank, Decatur
Federal will proceed immedi
ately to put the branch into
operation. Plans call for
operating a mobile unit one day
a week for not less than four
hours a day.
The branch will offer all
services provided in the many
established branch offices of the
Association. The only exception
will be safe deposit boxes.
Lending policies, interest rates,
terms and appraisals will be
identical to those offered
through the main office and
branches in the Atlanta metro
politan.
Before filing application for
the new service facility,
Decatur Federal conducted a
comprehensive study of the
County. TTie results indicated a
definite need for a local source
of convenient long-term home
financing, particularly for 90
percent and 95 percent loans.

Hie study showed a healthy
trend toward home ownership
in Jackson and Butts County
during the past ten years. It also
revealed instances where
homes, particularly in the Lake
Jackson area, could not be built
because permanent financing
was not readily available.
Industrial sites in the County
are an attraction for future
Metro Atlanta expansion and
the need for funds for
construction and home pur
chases will be immediate, the
study pointed out. In recent
years, manufacturing has be
come vitally important to the
economy of Butts County, and
expansion of recreation facili
ties adds to the demand for
funds for home ownership.
Decatur Federal Savings and
Loan Association has been a
major force in construction and
financing of homes in the Metro
Atlanta area for many years,
leading all financial institutions
in home loan volume for the last
two years.
In explaining the goals of the
Association’s expanded facil
ities, President Blount empha
sized the importance of this new
service in reinvesting the
savings of the Association’s
many Butts County customers
for local progress through home
ownership. He pointed out that
Savings and Loans make more
home loans than all other major
lenders combined and when
they make loans to build new
homes, their activities have a
big “multiplier” effect. Each
dollar loaned for new construc
tion results in many more
dollars spent for stores,
services, roads, schools and
other facilities to serve the
residents.
Decatur Federal was founded
in 1927 as the Decatur Building
and Loan Association by a
group of businessmen who
recognized the need for tremen
dous capital to finance develop
ment of property and construc
tion and purchase of homes.
This was at a time when DeKalb
County was emerging from an
agricultural economy into a
semi-urban economy at a rapid
pace.
During the depression years,
Decatur Federal continued to
grow. To ease unemployment
and to provide some new homes
during this period, the Associa
tion pioneered in making
construction loans, providing
funds during the period of
construction. To insure the
quality of these new homes, the
Association developed a code of
minimum specifications and
named an inspector to see that
builders complied with the
specifications.
While many financial institu
tions were closing and homes
were being foreclosed by other
lenders, the Association’s di
rectors were lenient with many
borrowing members who were
without jobs. In a number of
instances loan payments were
reduced, and borrowers were
thus able to retain ownership of
their homes and eventually pay
off their mortgages.
When insurance of accounts
by a federal agency became
available in 1934, accounts of
Decatur Federal savers were
insured to the maximum $5,000.
allowed. The insurance was
later increased to $10,000., to
$15,000. and eventually to the
$20,000. for which each account
is now insured.
With the thirteenth office due
to be opened within the next few
weeks and assets expected to
reach SSOO-million before the
end of the year, Decatur
Federal Savings and Loan
Association is in a strong
position to help improve the
environment and economy of
Butts County with the proposed
new service facility.

Hie Baptist churches of the
Kim bell Association will have
their annual carol sing on
Sunday evening, December
10th, at the First Baptist Church
of Jackson.
Many of the churches of the
area are participating in the
musical program with choirs,
quartets, trios, duets and
congregational singing.
The program will begin at
7:30 o’clock with the public
cordially invited to attend.

arrived for duty at Reese AFB,
Tex.
Sergeant Alexander, a ma
terial facility specialist, serves
with a unit of the Air Training
Command which provides fly
ing, technical and basic
military training for U.S.
military forces. He previously
was assigned at Ft. Yukon, Air
Force Station, Alaska.
The sergeant is a 1968
graduate of Henderson High
School.
His wife, Christine, is the
daughter of Lonzo Thurman,
Indian Springs, Ga.
