THE CURRENT SYSTEM of public assistance in this coun
try has roamed far afield from the idea of helping those who
can't help themselves. In some parts of the United States, one
out of every seven people is on welfare, and people who foot
the bills through their hard-earned tax money are mad about
the situation.
They have cause to be mad. Our welfare programs cost too
much, reach too many of the wrong people and not enough of
the right ones, and are administered in a wasteful manner.
We are frequently giving money to people who could be
out working for a living. At the same time, there are cases
which have come to my attention where a true need exists, but
adequate help is not being given. We should not be in our
present position of neglecting those who are in desperate straits
and can't help themselves, while we overpay those who are
able-bodied but too lazy to get out and pull their load.

ONE OF THE MAIN REASONS for this so-called “wel
fare mess’’ is that the federal government, in its usual fashion,
has spread itself out too thin to be effective. There are over
180 federal programs in existence to deal with problems of
poverty. Anyone with a little common sense knows that so
many approaches to a problem are bound to result in duplica
tion. And this duplication has resulted in waste for the taxpayer
in an area that costs him S3O billion a year.
Welfare reform is a must. Last year, I am proud to say, the
Congress passed the Talmadge-WIN (work incentive) Amend
ment. This places the emphasis on work rather than on welfare.
It requires welfare recipients who are able-bodied to register
for work or job training or relinquish their assistance.
The next step in welfare reform is to streamline and consoli
date these 180 welfare programs. There are too many of them,
costing too much money, doing too little for the needy and too
much for the lazy.

NO ONE OBJECTS TO HELPING the blind, the totally
and permanently disabled, needy aged, and children who can’t
help themselves and have no one to care for them properly.
But it is time we put the brakes on a massive and wasteful
welfare system which takes hard-earned tax dollars from the
working man and gives them to people who are able-bodied but
just too lazy to get out make it on their own.

Methodist Youth
Night Brings
Exciting Results
The young people of England
Chapel United Methodist
Church led the Youth Night
worship service at Flovilla
United Methodist recently.
Young Methodists from
Jenkinsburg, Flovilla, Stark
and England Chapel churches
meet every second Sunday
evening of the month at
Flovilla UMC. Over 50 youth
and adults were in attendance
as Trude Tharpe delivered a
stirring message from her
youtntul perspective. Don
Fletcher and Tommy Cochran
sang two special hymns, Jenny
Tharpe sang and gave the
benediction, and the entire
group sang “He Lives”
together.
Russell and George Cochran
presented special readings.
Bobby Cochran gave the
evening prayer.
James Cochran welcomed
the visitors, while David
Fletcher and Joe Knight
served as ushers.
According to the Jenkins
burg Charge pastor, the Rev.
John Huggins, charge-wide
youth night has been met with
surprising results. He said,
“While the youth seem to be
reached by their own services,
the adults are getting just as
big a kick out of the service
themselves. At first I feared by
being relevant to youth, we
would not reach adults as well.
That has not been the case at
all.”
Another surprising aspect of
the youth night services has
been the kind of youth who
have responded. Though de
signed for teenagers, the
programs have been very
helpful for children. Though
the service was begun to
benefit Flovilla youth, attend
ance from Stark and England
Chapel has been much better.
“This proves,” said Rev.
Huggins, “that if young people
want something from their
church, they will get it. And if
they don’t care about the
church, they will not even give
the best opportunities a
chance.”

Sunday, April 22, two
Jackson High School juniors
and their teachers leave for an
exciting week of studying our
government in action in
Washington, D. C.
Rita Smith, Ronny Jones,
and Curtis Gaye, Chairman of
the Social Studies Department,
leave Atlanta by Northeast
Airlines.
The group will stay at the
Shera ton Park Hotel with other
young people from all over the
nation. Each day they will
participate in head-to-head
discussions with congressmen,
senators, administration fig
ures, judges, lobbyists, re
porters, ambassadors, and just
plain concerned people.
The name of this program is
Close-Up. It is designed by a
non-partisan, non-profit group
to involve youth in govern
ment. Expenses for the entire
trip will be absorbed by the
Close-Up organization.
The pre-program brochure
s ta tes the group will be entirely
involved throughout the week.
This is not a usual see-
Washington trip but is designed
to encourage young people to
participate in their govern
ment.
The students and their
advisers will have Saturday
afternoon only to tour either
the Smithsonian or George
town area. Apart from this one
specified time, the students
will be occupied with a planned
program.
Rita and Ronny were
selected for this trip by faculty
members erf the Social Studies
Department.
“It’s a tremendous oppor
tunity for us all,” Mr. Gaye
said, “and we are certainly
looking forward toit.’’Rita and
Ronny have been preparing for
the trip by following the daily
news and discussing major
items such as inflation and
price wage control.

An attack by British gun boats in 1814 near the coast of
Mississippi, encouraged the British to press forward and take New

merce and by the Department
of Health, Education and
Welfare, the number of
divorced persons in the United
States has zoomed no less than
57 percent since 1960.

Among residents of Butts
County, the divorce rate is
somewhat lower than the
national.
The tabulations show that
there are 26 divorced people in
the area for every 1,000
residents over age 14.
Elsewhere in the United
States, by way of comparison,
the divorce rate is 34 per 1,000.
