Invitation To Bid
TO WHOM IT MAY CONCERN:
You are invited to submit a bid to furnish the Butts County Road Dept,
a machine to meet the following specifications:
1 - Line Marking Machine equipped as follows:
General:
It is the intent of these specifications to outline the minimum requirements
of a self-propelled line marking machine, which will perform all the require
ments of the County. Any items not specifically spelled out, but which
would normally be furnished to make the machine complete in its operation
should be included. The spray guns are to be located in the front of the
machine, in front of and clearly visible to the operator when in his normal
operating position. Adequate distance behind the gun must also be visible
to make sure spray guns (and bead dispensers if furnished) are operating
properly. The engine, compressor and paint tanks to be located behind the
operator.
Engine:

Shall be not less than 24 HP, V-4 air cooled, with sorter (Less battery)
and 30 amp alternator. T
Compressor:
Shall be two cylinder, single stage, air-cooled with a displacement of
not less than 40 CPM. An air receiver tank equipped with a safety valve
and drain valve shall be rigidly attached to the compressor and of
sufficient size to eliminate air pressure surges, cool compressed air
and collect moisture.
Paint Tanks:
Two 25 gallon pressure tested, explosion proof, of the type approved by
F.M. Laboratories, each equipped with a drain valve, air release valve
and safety valve. Top openings shall be 9 inches, closed by means of
eccentric locking device.
Spray Guns:
Three air/electric operated internal atomizing, non-bleeder guns to be
the type specifically developed for highway striping and capable of
handling all types of highway marking material, including reflective
premix type. Binks 21U or equal guns to be controlled with 1/4" solenoid
valves to insure quick gun reaction. Each gun mounted to swing upward
if struck by solid object to prevent damage to gun and/or mounting. Spray
tubes to be furnished for sharp line definition. Tubes regidly mounted
on the guns to insure proper tube indexing to the guns. Tubes shall be
easily removable for cleaning. Line width to be adjustable between 2 and
6 inches. Guns to be mounted in line with front wheels between frame
channel.
Strainer:
Y type, removable cartridge, one for each gun.
Hose and Gun Cleaner:
An integral part of the fluid system, operated by valves and switches
located within easy reach of the operator to flush the paint hoses,
filters, and the fluid portions of the spray guns. The solvent tank
shall be equipped with air pressure regulator, pressure gauge, safety
valve and pressure release valve.

All electric welded steel channel frame. Diamond plate platform for
operator.
Line Guide:
To be laterally adjustable "A" Frame type, cantilevered from the front
bumper of the machine.
More Local Families
Reach Upper Brackets
According to a nationwide
survey of income levels and
income distribution, most
Butts County families have
made significant gains in the
last few years.
Asa result, more of them
than ever before are now in the
middle and upper brackets. By
the same token, there are
fewer in the lower brackets.
The upward shift has been
noted all along the line. Many
local families who were in the
SB,OOO to SIO,OOO group formerly
are now at the over-SIO,OOO
level. Their former spots have
been occupied, in turn, by

families who had been in the
$5,000 to SB,OOO category.
The changes have been
recorded in a special study
released by Sales Manage
ment, a marketing publication.
Its copyrighted report analyzes
each community to determine
what segments of its popula
tion fall within each income
grouping.
The purpose of the study was
to obtain a clearer picture of
family earnings and buying
power in each area than was
afforded through its “average
income” figure by itself.
It sheds light on whether that
average is enjoyed by a large
part of the population or
whether it represents a small
proportion with big incomes
offsetting a large number with
small incomes.
The report shows that, in
Butts County, some 55.8
percent of the households had
disposable cash incomes of
$5,000 or more last year after
paying their personal taxes.
By way of comparison, the
proportion was only 45.9
percent three years ago, when
a similar study was made.
The gain was 9.9 percent, as
against a 4.4 percent gain in the
United States and 5.4 percent in
the South Atlantic States.
Since the survey is concern
ed solely with cash income,
farm families do not appear to
their best advantage, as no
adjustments are made for the
income-in-kind that is avail
able on farms.

The Butts County breakdown
shows the position of each
group of local households on
the income scale. It lists 19.5
percent of them with net cash
incomes of $5,000 to SB,OOO.
Another 11.2 percent are at the
SB,OOO to SIO,OOO level and 25.1
percent above SIO,OOO. The rest
are below $5,000 net.
Just how much better off
people are with their higher
incomes is a question. There
are indications that inflation
has wiped away nearly all the
recent gains.
Wheels:
Four 5:00 X 8 four ply pneumatic tires with the same tread width.
Brakes:
Internally expanding hydraulic on rear wheels. Independent mechanically
adtuated brakes shall be furnished for parking and/or emergency.
Mechanical operation shall be accomplished through an over-center type
lever with an adjusting device to set brake tension. Brake drums shall
be of standard automotive type conventional to wheel size.
Steering:
Shall be worm and lever type. Steering to be standard automotive
geometry with 1800 pound capacity "1" beam front axle.
Rear Axle:
Shall be standard automotive type, capable of supporting a weight of not
less than 2000 pounds, and shall be a regular totally enclosed differential
applying power to both wheels, which shall be connected to the trans
mission by means of a conventional automotive drive shaft with universal
joints and spline.
Transmission and Propulsion:
Shall be completely enclosed with not less than three speeds forward and
one reverse of standard automotive design and in current production. It
shall be mounted on the machine center-line immediately adacent to the
operator's seat to insure ease of control. Automotive clutch, travel
speeds up to 12 miles per hour.

Controls:
All gauges, valves, and pressure regulators located on a panel convenient
to the operator. All pressure regulators self-relieving type to allow
downward pressure adjustment without the use of additional valves. Toggle
switches to operate solenoids for each gun.
Electro-Mechanical Skip Line Timer:
To control the operation of any striping gun or combination of guns.
Panel mounted control butt to advance and retard shall be provided. Ad
vance and retard shall not be restricted by stops in either direction.
Timer to reset (re-zero) automatically when intermittent lines are not
being applied. Paint to skip ratio adjustable between 25% and 50%.
Timer to be driven by the machine propeller shaft to eliminate the use
of fifth wheel timer drive.
Operator's Seat:
Upholstered foam cushion seat with rounded front and curved back. Seat
shall be centrally located over lines being painted and as close to the
ground as practical.
Engine Hood:
The entire area of the engine and compressor shall be covered with a
sheet metal frame adequately ventilated to guard the operator from the
possibility of anything getting entangled with belts. Each side will
be hinged so that it may be opened for easy access to engine and
compressor. The wheels shall be covered in such a manner that in
running through water it will not throw up debris from the street onto
the vehicle.
3 Bead Dispensers and 2 Bead Hoppers:
Dispensers to be electric/air operated, gravity fed, adjustable bead
flow and adjustable to dispense beads on either 4 or 6 inch lines
The dispensers shall not contain internal rotating parts which may be
worn due to the abrasive action of the glass bead reflective material
Bead Hoppers to be of sufficient pound capacity and located at the side
of the machine so as not to obstruct the operator's vision.
Light Package: Seal Beam Headlights:
To include rotating amber lights, tail light and turn signals.
The Board of Commissioners of Butts County reserves the right to
reject any and all bids. y
All bids must be sealed and marked "Line Marker Bids" on the envelop
and received by the 26th day of October, 1973. eiope.

Friends of Mrs. Sara Collins
regret to learn she suffered a
fracture of her right foot in
three places in a fall at the
home of Mrs. N. A. Powell
Wednesday, October 17th. She
had her foot placed in a cast by
a Jackson doctor and is able to
be out with the aid of a crutch.
