This column of questions and answers on federal tax
matters is provided by the local office of the U.S. Internal
Revenue Service and is published as a public service to
taxpayers. The column answers questions most frequent
ly asked by taxpayers.
Q. Three of us support our fa
ther, each contributing one-third
of his support. How do we divide
the deduction?
A. As long as no one of you con
tributes more than 50 percent of
your father's support, then any
one of you who contributes more
than 10 percent of the support is
eligible to claim the dependency
deduction. Only one person may
claim the deduction each year, so
the three of you may decide who
gets it. The others must file a writ
ten statement that they will not
claim the deduction that year.
The statements must be filed
with the return of the person
claiming the deduction. You may
use Form 2120, Multiple Support

ESAA Extension Funds
The Butts County School
System is applying for
extension of the federally
funded ESAA (Emergency
School Aid Act) program for
school year 1976-1977. The
ESAA program is designed to
help students in schools
which have encountered
problems resulting from
integration.
Practically any subject of
study may be incorporated
into the ESAA program
provided that it is approved
by the program’s reviewers.
Math and reading are being
taught under the ESAA
program in the Butts County
School System and the
results are so successful that
the program has gained
state-wide recognition. Other
school systems in the state
are looking to Butts County
as a model.
Under the provisions of the
program, the federal govern
ment provides predeter -
minded amounts of money to
the individual school systems
incorporating the program
budgets were cut by 50
percent, Butts County’s bud
get was cut by only 20
percent.
Butts County’s ESAA pro
gram is made up of twelve
paraprofessionals or aids,
eight specially trained
teachers and two admini
strative personnel. Math and
reading classes are offered in
all four shcools (Jackson
Primary, Henderson Ele
mentary, Henderson Junior
High and Jackson High
School). To qualify for the
special classes, students
must be a minimum of two
years behind the established
learning level as determined

With a strenuous goal of 1.2
years of progress to be
gained in a year (equals 2.2
years of learning progress in
one school year) the follow
ing results were achieved in
reading in 1974: in grades
two through eight an average
of 1.0 year of progress was
made (equals 2 years of
reading progress in one
school year); in math an
average of 1.2 years of
progress were achieved
on a year to year basis.
Application for the funds
must be applied for each
year by the school systems.
Progress made during the
preceding year determines
the amount of the funds or
whether or not the programs’
funding will be continued.
Due to the excellent
progress being made in'the
Butts County School System,
the program will probably be
funded next year, however,
the budget ceiling has been
lowered from the present
$195,000 to a maximum of
$154,000 for school year
1976-1977. The funding reduc
tion was brought about as the
result of a cut in federal
funds for the ESAA program
in all states.
During last year’s State
Math Conference a panel
discussion presented by
ESAA workers of the Butts
County School System drew
much attention. Asa result of
the high level of success in
the program in Butts County,
while other school system’s
(equals 2.2 years of progress
in one school year).

The records should be kept in
an account book, diary or other
such ledger, and should be sup
ported by receipts.
Q. I must take my five-year-old
child for medical treatment twice a
week. We usually take a bus or cab.
Is there some way to deduct these
travel expenses?
A. Yes. Payments for transpor
tation essential for medical care
may be deducted as medical ex
pense. Not only are the child’s ex
penses deductible, but so are the
expenses of the parent who must
accompany the child.
If you use public transportation,
the fares are deductible. If you
drive a car, the cost of gas, oil, tolls
and parking fees is deductible, or
you may take the standard mile
age rate of seven cents per mile in
addition to tolls and parking fees.
VA Provides Free
Dental Treatment
To Some Veterans
ATLANTA - Georgia vet
erans may be eligible
to receive outpatient dental
treatment from the Veterans
Administration, according to
Georgia Veterans Service
Director Pete Wheeler, who
said that although there are
certain time restrictions
which must be observed in
many cases in order to obtain
such dental treatment, there
are, however, some excep
tions.
As Wheeler explained, “A
veteran with a service-con
nected, compensable dental
disability or condition will
be provided dental treatment
without regard to time limi
tations. He may apply for
treatment at anytime, and
there is no restriction on the
number of treatments which
may be required to correct
the condition.”
He added, “These same
dental services, with neither
time limitations nor other
restrictions, also will be pro
vided to veterans having ser
vice-connected, non-compen
sable dental conditions or
disabilities resulting from
combat- wounds, service
trauma, or if the veteran was
a prisoner-of-war.”
Time limitations on ap
plying for and completing
VA dental treatment are ap
plicable to those veterans
having service - connected,
non-compensable dental dis
abilities or conditions shown
to be in existence at the time
of discharge from active ser
vice. Application must be
made within one year of the
date of discharge, an examin
ation must be performed
within 14 months of the dis
charge date. Wheeler empha
sized that “application for
treatment must be filed be
fore any examination is
made. Otherwise,” he said,
“the VA will not provide
dental service or treatment.”
Under these restrictions
treatment will be authorized
on a one-time completion
basis and the treatment must
be completed within three
years of the date of discharge
unless delayed through no
fault of the veteran.

New Drunk
Driving Laws
In Effect
ATLANTA— Stiff new
drunk driving laws may have
had a direct bearing on a
lower number of arrests by
the Georgia State Patrol for
driving under the influence
during the New Years
Holiday period, Georgia
Public Safety Commissioner
Colonel Herman Cofer said
today.
State Troopers made only
251 DUI cases during New
Years compared with 327
during the Christmas Holi
day period just past, but total
arrests were higher during
New Years, statistics show.
During the 102 hour Christ
mas Holiday period troopers
made 3,934 arrests for all
traffic violations and record
ed 3,978 during the 102 hour
New Years Holiday.
“It is our feeling that
information about the tough
new laws was a good
deterrent factor on instances
of drunken driving during
New Years,” Colonel Cofer
said. “We normally would
have recorded a much higher
number of DUI cases during
New Years than Christmas.
This year it was just the
reverse.”
The Patrol recorded only
11 traffic deaths during New
Years compared with a
prediction of 19 based on past
experience. There was a total
of 28 traffic deaths during the
combined holiday periods.
The initial prediction had
been for 40 deaths. New
Years injuries and accidents
came remarkably close to
predictions; 308 injuries
were recorded while 375 were
predicted. Eleven hundred,
twenty-one accidents were
reported compared to a
prediction of 1,127.
Georgia ended the year
1975 with 1,352 traffic deaths,
the lowest number since 1964
when 1,314 persons died. But
11 years ago in 1964 motorists
were traveling only 19 billion
miles on the states roads
while travel in Georgia in
1975 was around 37 billion
miles. “In other words,” said
Colonel Cofer, “we are
traveling twice as much
today as 11 years ago and
only half as many people are
dying per mile of travel.”
Once final figures are in,
1975 is expected to reflect the
lowest traffic death rate
since World War 11, roughly
3.7 deaths for each 100
million miles of travel. In
1975 Georgia lead the
southeast in percentage
decrease in traffic deaths, 13
percent or a total of 206
compared with a year
earlier.
