A GENERAL RAILROAD LAW. T he tedious character of our iegisla ^‘ on 15 more apparent. The pres¬ ^ session, after a prolonged term, will close with a mass of unfinished business. Much valuable time is cou sumed by the slow machinery of local legislation. Expedition is needed. Economy and the pioper conduct of public business alike demand it. llow shall we attain it ? The question is of vital impart. Tlie burden that bears most heavily is special legislation. Here we must. strike. In no way can we reach this end better than by supplanting special K'gislation with general. Instead of" fifty bills to the same end, let one law lay down a plan or a principle to settle all. In no field could this policy more l’ r0 P er 'y '>e«in than with Railroads. The applications for charters at this session would fill a volume. The Rad¬ road committee are overburdened with work. Much of this matter must fail of attention; and where action is taken it is often slow, unsatisfactory, or ill considered. The result is the Injury of Public no less than the capitalist. H this be true now, especially will it be true in the future.
