A Washington special says: The
hearing of Governor Taft on the Phil
ippme quests by the senate com
mittee Saturday on the Philippines
began with a series of questions by
Senator Petterson in regard to the fit
ness of Filipinos for jury duty. Mr.
Patterson asked whether the native
population on which the voting fran
chise is bestowed could not be trust
ed to do jury duty. The governor re
plied in the negative, saying they are
so used to corruption in the adminis
tration of justice that they could not
be trusted.
Referring to the petition of the fed
eral party, Governor Taft said all the
cases of Imprisonment referred to
there were for military and civil of
fenses. Practically there are no civil
prosecutions for political offenses at
this time. Governor Taft said that
the original draft of the federal party
platform had been submitted to the
commission, and that the declaration
for statehood was then more explicit
than was ultimately adopted.
“My recollection,” he said, “is that
we said to the representatives of the
party that this must be far in the fu
ture, and that we could make no prom
ise one way or another.”
“Is not the commission responsible
for the formation of the federal par
ty?” asked Senator Dubois.
“No, it was not,” Governor Taft re
sponded.
Senators Patterson, Carmarck and
Culberson asked numerous questions,
based upon the merorial of the federal
party calculated to bring out Governor
Taft’s idea as to what, if any, promise
should be made to the Filipinos in the
way of government for the future.
Replying to an inquiry from Mr. Pat
tersou as to the denunciation in the
memorial of a colonial form of govern
ment, Governor Taft said the memo
rialists mean just what they say, that
they favor ultimate statehood. •
Replying to Mr. Carmack as to the
wisdom of making the Philippines an
integral part of the United States, the
witness said the condition in the Phil
ippines today is such that the restruc
ton of the constitution of the United
States cannot be safely extended to
those islands.
Governor Taft advocated the estab
lishment of a stable government for
the present, with the understanding
that at some time in the future the
Americans and the Filipinos could
reach an agreement as to what should
be done in the way of government, or
in maintaining relations; “but,” he
said, “whether the islands should have
their independence, whether they
should be given a quasi independence
or whether they should be made
a state of the union is so far in the fu
ture that I have reached no conclusion.
“The great evil of the present time
with references to the Philippines is
the current discussion of their future
so long before that can be fixed.”
Replying to a question by Senator
Carmack, he said he would not favor a
promise even of a form of government
such as is given to the territories of
the United States.* He also said he was
opposed to extending the constitution
to those islands.
In reply to a number of questions
by Senator MeComas, based upon the
democratic substitute for the Philip
pine tariff bill. Governor Taft said that
to turn the government of the archipel
ago over to the Filipinos as therein
proposed would, in his opinion, result
in anarchy.
He had no doubt, however, that the
Filipinos could form a government aS
they had done under Aguinaido.
MARTIAL LAW IN TRIESTE.

Against Strikers.
As a result of strikes martial law
has been proclaimed in Trieste, Aus
tria. Altogether 100 arrests have been
made.
At the funeral Sunday night of the
victims of the encounters between the
strikers and troops, extraordinary
manifestations of mourning were wit
nessed. A military escort, accompa
nied the funeral cortege, and the ceme
tery was guarded by troops. There
were no disorders and the troubles are
believed to be ended.

The dispensary at Tuscaloosa. Ala..
has made its first monthly report be
fore the mayor and aldermen.
The total cash sales for the month of
January were $6,7S9.65. The largest
day’s sales were $547.45, on January
25, the smallest day’s sales being Jan
uary 1, $91.10, or an average daily
sales for the month of $251.47.

General Reception Given In Her Hon
or at Birmingham, Ala.
There was a general reception at
tiu; Morris hotel in Birmingham. Ala.,
Wednesday morning in honor of Mrs.
Jefferson Davis, who arrived Tuesday
evening. She was on her way to Jack
son . Miss., where she will appear be
fore the legislature to urge the pur
chase by the state of Mississippi of
Beauvoir, the old Davis mansion.
Hundreds of persons attended the
reception of the morning and had the
privilege of being greeted by Mrs. Da
vis.
She was presented with badges by
the local camps of Confederate veter
ans and was the recipient of many
beautiful fiow r ers from the Daughters
cf the Confederacy.
It is learned that Mrs. Davis had
been offered in the north $90,000 for
Beauvoir, but refused to sell. She
offers the place to Mississippi for $10,
01 '°, provided the state will establish
and maintain there a home for Confed
erate soldiers,
COURT CONDUCTING BANK.
Receiver Selected For Wrecked Insti
tution at Detroit, Michigan.
At Detroit, Mich., Judge Donovan
appointed the Union Trust Company,
of that city, receiver for the wrecked
City Savings bank. The bond was
fixed at $600,000.
Prosecuting Attorney Hunt has filed
suit against the directors of the bank
on behalf of Wain county for $250,000.
The county Is one of the heaviest de
positors in the wrecked institfttfon.
Cashier Henry Andrews, who wreck
ed the institution, is reported as
weaker. His mind wanders and he has
symptoms of a recurrence of his
heart trouble.

To Change Inauguration Date,
The senate Tuesday passed a joint
resolution submitting a constitutional
amendment changing the time of presi
dential inaugurations and commence
ments of congresses from the 4th of
March to the last Thursday of April.
VENABLES WIN SUIT.
Government Must Pay Atlanta Firm
$6,014.60 on a Contract.
The Venable Construction Company,
in its suit against the national gov
ernment for $9,981.07 for fortification
work on Tybee island, done during the
latter nineties, was awarded $8,014.60
by Juclge Newman in the federal court
at Atlanta Tuesday,
In November, 1S96, when Captain
Oberlin Carter was the engineer in
charge, the Venabie Construction Com
pany entered into a contract with the
government to build certain fortifica
tion works known as gun emplace
ment, for which they were never paid.
Minstrel Billy West Dead.
William H. West, well known to
theatregoers for the past quarter cf a
century as “Billy West, the Minstrel,"
died in Chicago Saturday of cancer,
a fied 45.
For Public Building at Selma.
The senate Saturday passed a bill
appropriating $100,000 for a public
building at Selma, Ala.
