It is agreed that it breeds crime and buys on the police and political officials. Yet many of these same people will sanction small-scale gamb ling especially if it includes some worthy institute trying to raise money for a good cause. If our best institutions and organiza tions do not keep the law we can not expect others to do so. Gambling is gambling whether it is on a small scale or large: The dime that a boy plays on a bingo game or cake walk hoping to win a prize is just as big gambling to him as the man who puts $lO on the horses. Small scale gambling and games of chance are the sources. We need to strike gambling at its roots.
