In 1036 when exessive produc
tion Os gum naval stores had de
pressed the market so that it
could hardly absorb the current
crop at a reasonable price, the
Agricultural Adjustment Admin
istration asked the U. S. Forest
Service to cooperate in adminis
tering the first naval stores con
servation program. Since that
time, the Forest Service has de
veloped, recommended, and ad
ministered 18 annual program in
cooperation with the AAA, PA
HA and the ACPS.

From the beginning, participa
ting producers have been requir
ed to protect their lands from
fire, protect trees left after cut
ting, and insure regeneration of
their stands. A 9” dbh minimum
cupping limitation was establish
ed in 1937 and cropping reduc
tion efforts initiated. Working of
under-size trees and total crop
page had been reduced by 1940
so? that emphasis could be shift
ed to better practices; such as;

ctices in 1945; down to the 1954
program, under which the pro
ducer if encouraged, by a cost
sharing payment, to follow con
servative face-installation prac
tices that permit full realization
of the naval stores Value of the

use as sawtimber, poles, or pulp
wood. In 1943 efforts to reduce
the total croppage had eeased,
since supply and demand were
in relative balance.
During the 18 years of the pro
gram, there have been many
changes and improvements. At
one time, it required 56 field
inspectors and three district
supervisors with their staffs to
handle the job. Sample inspec
tion methods using aerial pho
tographs have improved efficien
cy so that one supervisor and 10
inspectors now administer the
program at the lowest cost in
its history.
Thirty percent of all worked
faces in 1936 were on trees un
der 9” in diamenter and the
average producer had only 16
working faces per acre. Today,
naval stores producers average
30 working faces per acre, with
less than two percent on trees
under 9” in diameter. These fac
tors spell greatly Increased
worker efficiency. The largest
pulpwood producing counties of
Georgia, Florida and Alabama
now ere located in the naval
stores belt - factors attributed to
the early fire protection and tim
ber cutting practices required
’ under the naval stores program.
Increased values of worked
out trees for other wood pro
ducts are resulting from the re
stricted cupping practice, which
encourage the producer, when
back-cupping a stand, to place
cups on previously-worked trees,
leaving young timber for more
growth; and the selective cupp
ing practice which encourages
marking and cupping according
td best forestry practices.
Work of the inspector, at the
outset of the program, was pure
ly mechanical. He examined pro
ducers records and timber to see
that all claimed faces were pre
sent and that no undersize trees
were being worked. Today, his
job is vastly different. His title
changed to Area Forester and
he is a respected man in his
community as a of
sound training and experience
who can encourage and advise
landowners and producers on all
phases of their naval stores pro
duction and forestry problem.
