FOR THE STATE SENATE
To the Voters of
Brantley County:
This is to announce my candidacy
for State Senator from the Third
senatorial district in the forthcom
ing Democratic Primary to be held
September 8, 1954.
The office that I am seeking is
the same office that I held the last
time that it was Brantley County’s
time to furnish the Senator for the
district.
Having served over four years
in the last war with a great part of
the time spent overseas and also
belonging to several veteran’s or
ganizations, I feel that I am es
pecially adapted to helping serve
the needs of the veterans, their
families and dependants.
In view of a recent Supreme
Court decision, our State govern
ment and the next Governor will
need members of the legislature
with a legal background to assist
in remedying the bad situation that
now confronts us. I assure the vo
ters that I will fight for our rights
in this and all Other times when
Our rights are jeopardized.
In the event that the people of
my home County of Brantley again
favor me with this high honor, 1
will serve impartially the interest
of all the people of the district as
I have done previously.

An OPEN LETTER to the People of
The Bth District From Don Wheeler
Dear Friends:
Since the Congress did not adjourn until Aug. 19th> I have not
been able to see as many of you as I would have liked to, so 1 am tak
ing this means of communicating with you on my campaign for
re-election.
First, let me express to you my sincere appreciation for having
elected me to serve you in Washington for the past eight years. This
is an office of great trust and high honor carrying such great re
sponsibility that 1 approach the tasks of each day with a feeling of
great humility and never let a day pass without asking C'e good Lord
to give me the strength and courage with which to perform he duties
of the office in such way as to merit your continued confidence and
trust.
DURING THE PAST eight years, I have maintained a 92%
attendance record in the Congress in spite of the fact that 1 have
been required to make three races for re election during this period
while the Congress was still in session. It has been charged for in
stance, that I “voted only lour timer during the first six months of
1952”. The official record, a reproduction of the title page shown
adjacent hereto, shows that I voted 62 times, (21 of which were on
major issues) the first six months of 1952.
IT HAS BEEN CH ARGED that I have voted “five times against
the REA.” The Record shows that I have never voted against REA,
and further shows that 1 have supported the REA as being one of the
greatest boons of modern civilization ever made available to the
rural population.
The charge has also been wade that 1 “voted against JO% of
parity The Record shows that 1 have been a staunch advocate of the
90% of parity program, the School lunch program and the Soil Con
servation Program. Jn fact, if any Georgia Congressman had ever
voted against any of these programs that are so vital to the welfare
of the farmers. every newspaper in Georgia would have carried the
news so that no candidate would have needed to buy advertisements
to tell you about it.
AS A RESULT of the work of your Congressman on the Agricul
ture Committee, with the help of the Georgia delegation, it is signifi
cant that tobacco, which is so important to our district, is the only
agricultural commodity that is guaranteed 90% of parity in spite of
the Republican sliding scale program that was forced through for
other commodities. A favorable program has also been provided for
naval stores.
The charge that I have been unfriendly to my fellow veterans,
and I am the only veteran in this current race, is completely denied
by the fact that 1 have been awarded an unsolicited Certificate of
Merit by the Disabled American Veterans organization.
The charge as to veterans is further denied by the fact that I am
tlie only Member of the Georgia delegation in Congress who has se
cured the passage of a public law in the interest of veterans since
the end of World War 11. This law (The Wheeler Bill, Public Lav'
377, 80th Congress) provided vocational education training for
32,000 Georgia veterans.
ANOTHER CHARGE that has been made in this campaign is
that “Wheeler has six members of his family on the payroll, costing
over $33,000.00”. The Record shows that a Member of Congress is
allowed only $15,000.00 with which to pay his office staff. Mv clerk
hire allowance is divided as follows: Mr. John W. Ellis of Baxley,
Ga., Administrative Assistant, $6,000.00; Miss Carole Woodward of

I am a life long resident of our
county, and I feel that I am well

During the past years, I have been,
in an unofficial capacity, frequently
in contact with various agencies of
our State government, particularly
in connection with our roads. I am
sure that the experience which I
have gained, and the contacts that
I have made, will be a great help
to me in securing the improvements
that we want and need in this
county.
Needless to say, I am unalterably
opposed to toll roads in Georgia.
I pledge myself to cooperate with
whatever State administration may
be elected. My term of office shall
be devoted to working for progress
in our county, our section, and our
State.

DUE TO THE SENIORITY you have allow’ed me to gain in the
Congress, I have been able. to get a place on the Agriculture Commit
tee of the House. From this Committee, with my active support, has
recently chme the passage into law of the Watershed Act which
places emphasis on the damming of small streams in order to con
serve our soil and water resources. These Watershed projects will
require the approval of the Agriculture Committee, of which I am a
Member, therefore, it is of paramount importance that you keep a
ihap from this district on this important committee. Another law
which has recently come from my Committee is the Irrigation Act
which will provide long term, low interest loans through the Farmers
Home Administration for the purpose of putting in irrigation systems
On individual farms.
IT IS MY PURPOSE to actively push the Watershed and Irri
gation programs in an effort to provide adequate financing for them.
These two programs can be of great help to our section that has
suffered so much recently from drought conditions.
THE RECORD SHOWS that I have actively pposed Commun
ism ; that I have fought to preserve states rights, having actively op
posed the recent Supreme Court decision on segregation as being
violation of states rights; that I have continuously insisted that we
build and maintain adequate military strength with which to deter
aggression and protect our country; that I have opposed government
competition with private business; that I have opposed wasteful
expenditure of the taxapyer’s money in the hope that a real tax
reduction can be effected; that I have supported measures which
would more adequately care for the aged and infirm; and, have
sought to more adequately provide for the hospitalization and
medical care of my fellow’ veterans.
SPACE WILL NOT PERMIT full discussion of the positions I
have taken on the various matters that have come before your Con
gress since I have served you as a Member. Perhaps I have made
mistakes from time to time but I want to assure you that they w’ere
mistakes of the head and not of the heart. No human is perfect, not
even a Congressman, but I am sincerely striving, with the help of
God in whom I place my every trust, to more adequately serve you
as you give me more experience in the job.
CHRISTIAN PRINCIPLES, by which I try to daily live, will
not permit me to engage in a campaign of “mud slinging” and per
sonal villification. Both my opponents, so far as I know, are fine
people. However, I do most sincerely believe that I am, because of
experience and seniority in the job, in better position to serve you
in the Congress of the United States than either of my opponents.
IN ALL HUMILITY and with deepest appreciation for your
past support, I solicit your vote and active-support in my current
campaign. If devotion to duty, sincerity of purpose and experience
with the seniority that goes with it means anything, and I believe it
does, you will give me your endorsement for another term as your
servant in the Congress.
