Os Relief Clients
Judge Alan Kemper, State
Welfare Director, has requested
all County Directors and Field
Representatives to seek the sup
port of the local newspaper, ra
dio and television stations in
giving wide publicity to the fact
that relief clients and other poor
people in certain sections of the
State are being victimized by
certain groups of people who se
cure property owners’ signature
on papers on various pretexts
and these papers turn out to be
legal mortgages on the property.
The mortgages are then sold to
an innocent third party who col
lects on the deal.
A number of different groups
have been reported to be work
ing in several sections of the
State. The pitch is usually the
same. The property owners,
whose records have been checked
at the courthouse, ate approach
ed by a fast-talking salesman
who points out certain repairs
needing to be done and offers
to do them for a nominal price.
He variously represents himself
as a friends of the Countv V; el-
fare Director or as having been
sent by the County Department
and assures the property owner
that his Welfare check will be
increased to take care of the

improvements. He then has the
owner sign a paper which ,in
reality, is a legal mortgage
against the property; but he tells
the owner that he is only sign
ing a paper to say that he warts
the work done and that he is Lie
actual owner of the property.
The tragedy of the situation is
that the property owner not only
stands to lose his home, but also
lose his relief check because a
person receiving public assistance
is not supposed to be in the
modernization class.”
