Selective Service shall have the
responsibility of determining the
availability for recall to active
duty of Standby Reservists by
their respective reserve branch.
A Standby Reservist may be
called to active duty only in the
event of a National emergency
declared by the Congress, and
only after Selective Service has
determined that he is available
for recall to active duty. (Sec

servists have been called or re
called to active duty by his
branch of service without regard
as to whether or not he was en
gaged in an essential occupation
or his dependents would suffer
extreme hardship and privation
during his absence in service.
The local board is responsible
for the determination of avail
ability of a Standby Reservist for
call or recall to active duty in a
National emergency by his re
spective branch of service. Selec
tive Service will not process
Standby Reservists for induction,
but will only determine avail
ability to the Armed Force con
cerned. If the local board deter
mines that the Standby Reservist
is available for call or recall to
