New Law To Speed
Up Slow Federal
Tax Payments
District Director of Internal
Revenue W. J. Bookholt today
announced that with the signing
by the President of Public Law
85-321, the Internal Revenue
Service has been given a new
and effective means of assuring
that income taxes, social security
taxes and certain excise taxes,
which employers and merchants
are required to withhold from
the salaries and wages of their
employees or collect from their
customers, are paid over prompt
ly to the Government.
Mr. Bookholt stated that, al
though the great .majority of
employers fully comply with this
requirement, the Government
continually has been faced with
the problem of a few employers
who fail promptly to pay over
such taxes.
The new law makes it a
criminal offense for any delin
quent employer, after notice is
served on him in accordance with

Over two thousand years ago, Syrus, a keen-eyed judge of

stone, the prime minister of Great Britain, was
looking at Michael Faraday’s laboratory experi
ments on the principle of the electric generator.
“Will this ever be of any use to mankind?”
Gladstone asked.
“Someday you will collect taxes from it,” Fara
day replied.
This prediction holds true in America. Since its
beginning in 1882, the electric industry has been
paying taxes in ever-increasing amounts.
In Georgia, nearly 20 cents of every dollar we
receive in payment for electric service goes for
local, state and federal taxes. These taxes repre
sent our largest single item of expense. For every
dollar of payroll, we pay $1.31 in taxes. For every
dollar spent for fuel used in generating plants,
$1.16 is paid in taxes.
Our tax bill for 1957, totaling nearly $25 million,
helps to meet the cost of government and to pay
for the many services it provides every citizen.

for the United States. Noncom
pliance can result in the impo
sition or severe penalties.
It was emphasized that the pro
visions of the new law will be
administered fairly but that the
Service will be firm in seeing
that withheld taxes properly due
the Government are not dissipat
ed by employers or otherwise
diverted to their own use.
Mr. Bookholt stated that the
District Office is presently re
viewing its records to advise
those who have not been making
proper and timely payments of
these new provisions of law.
If the taxpayers fail to com
ply, a formal notice will be is
sued. If taxpayers do not comply
with this notice, they may be
guilty of a misdemeanor, and,
upon conviction thereof, will be
subject to a fine up to $5,000,
imprisonment up to one year, or
both.
Future tax payments of em
ployers and others liable for the
collection of certain excise taxes
will be closely observed, the dis
trict director stated.
