Plans Made to Combat
Million $ Pecan Losses
A plan aimed at increasing an
nual pecan production by $3 to $4
million was outlined to area gro
wers and county agents at a
meeting here at the Ware Hotel
Monday night, Dec. 5.
It was estimated at the meeting
that production of pecans in the
area is cut that much each year
by insect and disease infestation.
The plan outlined was to control
and combat this infestation
through a spraying program and
therefore increase production.
A Waycross pecan processing
firm offered its aid to area grow
ers. Southland Pecan, Inc., pro
posed a program to aid growers
in financing purchase of spraying
equipment.
Stressing the need for insect
and disease control in pecan
groves, Ware County Agent, Tom
Boland and Fred Voigt, Ware
grower and agronomist, told of
experiences with insects and di
sease and success of control pro
grams now in practice.
Boland cited figures showing a
need for increased pecan produc
tion. He stated that current pro
duction is less than one-half
pound per person in the United
States.
Voigt told of losses to 'his
crops through infestation for
spraying which he has initiated.
“Pecans are the only crop which
we can now increase without
danger of creating a surplus,”
Voigt declared.
One grower who has practiced
spraying explained the increase
of production to his crop. Charlie
Blount said his 26 acres of trees
would produce more than 30,-
000 pounds of nuts this year.
Blount told of a neighbor who
failed to spray his trees. “He
won’t reap enough nuts to bake
one fruit cake,” Blount said.
Many growers told of having
good crops in the spring only to
lose the nuts to disease and in
sect.
A Pierce County grower said
he would lose an estimated 25,-
000 pounds of pecans this year be
cause of infestation on his groves.
Several other growers attend
ed the meeting and commented
on their losses through insects
and disease attacking their pe
can trees.
Also attending the meeting was
E. Kontz Bennett, president of
the Waycross-Ware C® un t y
Chamber of Commerce. Bennett
urges the growers and county a
gents attending to take what was
proposed and “put it to work.”
The proposal by Southland Pe
cans, Inc., was to finance 80
per cent of the purchase price
of spraying equipment on a two
year, no interest loan basis. A
spokesman for the firm said no
string# would be attached to the
offerSind growers could sell their
pecans where thwy wished.
“We are deing this because we
want to see pecan production in
creased in our area,” the spokes
man said.
County agents were, instructed
to discuss the plan with growers
in their counties. Growers unable
to purchase equipment indivi
dually could band together in
small groups and buy coopera
tively, it was pointed out.
The proposed plan by South
land Pecans called for setting up
about $30,000 for the initial pro
gram. If successful, the plans
would then probably be expand
ed to other areas.
The plan is being made avail
able to Ware and immediate ad
joining counties. Later, it will be
offered to other growers.
Southland Pecans, Inc. is head
ed by Moi Monroe Jr., president,
W. J. Monroe, vice-president, and
Walter Hopkins, secretary-treas
urer. J. W. Feagin is plant man
ager and Dorsey Knowlton is
purchasing supervisor. The firm
hosted the supper meeting.

At Hearing on Rivers Survey
Statement of the Honorable
Iris F. Blitch, Member of Con
gress Eighth District of Georgia,
at the public hearing on the sur
vey investigation of the Satilla,
St. Marys and Suwannee Rivers,
at Waycross, Georgia, on Dec
ember 8, 1960.
I am very glad to have the op
portunity of appearing at this
public hearing on the Satilia, St.
Marys and Suwannee Rivers.
As the representative of the Bth
Congressional District of Geor
gia, I am particularly concerned
with the Satilla and St. Marys
Rivers, but I realize that the
problems of all three streams
are interrelated and must be
considered in conjunction with
each other.
As a member of the House
Public Works Committee I have
spent considerable time in study
ing water resource development
throughout the country and I
can truthfully say that the pro
blems of flood control, .major
drainage, and related water re
source development on these
streams are some of the most
serious that have come to my
attention.
As an illustration of the im
portance of this study, I might
point out that it is a part of the
area which is being studied by
a special United States Study
Commission on Southeastern
streams which I sponsored. Thisi
is one of only two such study
commissions which have been
authorized in the entire country.
To those of you who might ask
why it is necessary to have a
separate survey of the Satilla,
Suwannee and St. Marys Rivers,
even though they are included
in the Southeastern Study, I
would like to answer that the
work of the Commission will
cover an extensive area in Ala
bama, Georgia and Florida and,
of neccessity, will require an ex
tensive investigation of all the
stream basins in these States
and, therefore, the report will
take a relatively long period of
time.
The Corps of Engineers has
been authorized to make a sepa
rate report on the three basins
which we are considering today,
and I have found that this can
be done in two or three years
after the proper amount of
funds are available. The prob
lems of these basins should be
dealt with immediately because
of their extreme emergency
and should not await the comple
tion of the more extensive re
port of the Southeastern Study
Commission.
The cost of the separate
study on the three streams is
estimated at SIOO thousand.
When I discovered last spring
that no funds were included
for this work in the budget pre
sented by the Administration to
the Congress for the fiscal year
1961, I appeared before the Ap
propriations Committee at that
time and presented as strongly
as I could the need for funds
to start the survey. I was very
pleased, of course, to find that
the Committee was kind enough
to include a substantial sum to
begin this much needed work.
There is now available to the
Corps of Engineers the sum of
$25 thousand for the fiscal year
1961 which will permit them to
make substantial progress on the
report. I intend to appear again
and make every effort to see that
adequate funds are provided for
the next fiscal year.
I have discussed many times
this problem with General Itsch
ner, the Chief of Engineers, with
Colonel Stevens, with the officals
of the U. S. Study Commission,
and with many public and pri-
vate organizations. I have also
attented meetings called for the
specific purpose of discussing the
problems of these three streams.
I can truthfully say I have never
seen such a unanimity of opinion
among Federal, state and local
interests on the urgency of the
problem and the pressing need
for its earlv solution.
The problem is simply beyond
our capacity as laymen and we
must call upon some experienced
agency like the Corps of Engi
neers, the U. S. Soil Conserva
tion Service, and the Southeast
ern Study Commission. The prob
lems include pollution of streams,
sedimentation of channels, flood-!
ing of low lands, the tremendous-1
ly increased need for domestic
and municipal water, and many
other factors involved in water
resource development. We feel th
at we must have help and we
must have it as soon as possible.
I again wish to express my ap
preciation for the opportunity of
appearing here.
I am particularly pleased to be
in on the beginning of the actual
work for which I have pleaded
so long, and which I feel sure
will lead in a reasonable time
to a program of water develop
ment of which we can all be
proud. I assure you that I will
do everything in my power, in
working.with the Corps of En
gineers, with my own Committee
on Public Works, with the Ap
propriations Committee, and with
all the people in the Satilla, St.
Marys and Suwannee Basins, to
see that a sound program is de
veloped.
