Go Through Proper
Channels, Highway
Official Urges
ATLANTA — Eighth District
Highway Board Member E. J.
Gayner this week emphasized the
need for citizens to go through
the proper channels in their
dealings with the Highway De
partment.
In a memorandum issued to
county commissioners and news
media throughout his district, the
Brunswick industralist spelled
out the relationship between the
Highway Board, the Highway
Director, and the Highway De
partment; and stressed the role
of the county commissioners as
the legally established link be
tween the individual Georgian
and the state’s roadbuilding or
ganization.
Mr. Gayner pointed out that
the new Highway Board created
by the 1963 General Assembly
is charged with the formulation
of overall highway policy, with
specific administrative details in
the hands of the Highway Direct
or.
He said that requests from lo
cal citizens for road improve
ments should be presented to
the commissioners of the county
involved, and then brought by
the commissioners to the High
way Director.
“If the people at the local level
are unwilling to work through
the incumbent Commissioners of
Roads and Revenues, then by the
democratic process, they need to
get a new group of Commission
ers of Roads and Revenues they
will work through. If the Com
missioners of Roads and Rev
enues are unhappy with the
treatment that they receive at
the hands of the Director of the
State Highway Department or
his assistants, then they can ap
peal for a hearing to the State
Highway Board,” Mr. Gayner
said.
He expressed his belief that the
present ten-man Board repre
sents the interests of all the
various sections of the state
better than did the old three
man Board. He paid tribue
to Highway Director Jim L.
Gillis, and to the “highly de
veloped technical ability” and
“dedication to their responsibi
lities” which he has observed in
Atlanta and in the field division
offices.
Mr. Gayner expressed the op
inion that “if they could be re
lieved of some of the unneces
sary time-consuming pressures
exerted upon them by almost
continuous conferences with va
rious politicians, important citi
zens, and who have you, they
could get a lot more done within
their highly effective capabilities
than they now do.”
He concluded with the hope
that, with better public under
standing of, and adherence to,
the proper channels for dealing
with the Highway Department,
“a better job will be done, and
much valuable time saved.”
