Tuesday, June 2, at 10:00 A. M.
With all members present. Meet
ing with the Commissioners was
the Brantley County Forestry
Board, they submitted their 1964-
65 budget which showed an in
crease of 125.00 per month over
the previous year budget. After
careful consideration the Com
missioners approved the budget
as submitted.

TO WHOM IT MAY CONCERN:
I am 100 per cent for our time-tested system of SEGREGATION in public and private
life. For that reason I am strongly opposed to Senator Zorn's unbelievable plan to rob our
local government of any power whatever to pass ordinances affecting who shall use motels,
hotels, restaurants and swimming pools and affecting the free choice of who shall work for
us in our private business and industry.
I am making this public statement as a private citizen. But I am Mayor of Odum (popu
lation over 500 people) and a member of the Georgia Municipal Association of town and
city officials and I deeply resent Senator Zorn's attempt to take a very important power
away from local government. LOCAL SELF GOVERNMENT IS THE BEST GOVERNMENT
EVER DEVISED. Local affairs should be decided by the people on the local level and not
in Atlanta or Washington. Senator Zom tried to deny by his amendment local government
rights and powers.
And who did he want to give the power to? He planned to give it to the Georgia Legis
lature, which several years ago destroyed every single one of our STATE SEGREGATION
LAWS and opened the doors to mixing in Atlanta. The Georgia Legislature under re-ap
portionment will forever from now on be dominated by the big cities. I THANK GOD
THAT THIS WILD PLAN OF ZORN'S WAS DEFEATED BY THE STATE SENATE NOT
ONCE BUT TWICE IN THE SAME SESSION THAT ENDED LAST WEEK. THE FIGHT
AGAINST ZORN'S AMENDMENT WAS LED BY SENATOR BEN F. JOHNSON, PRO
FESSOR OF LAW AT EMORY UNIVERSITY. SENATOR JOHNSON IS THE MAN WHO
DID SO MUCH TO WORK FOR HOME RULE FOR CITIES AND COUNTIES IN T H E
NEW CONSTITUTION. ZORN INDICATED THAT GA'S. ONE NEGRO STATE SENATOR
LED THE FIGHT TO DEFEAT HIS AMENDMENT. MR. ZORN IS NOT RIGHT. I ASK
THE QUESTION: "HOW CAN ONE SENATOR OUT OF 54 SENATORS DEFEAT ANY
THING?"
Now if the Federal CIVIL RIGHTS BILL is tried out in local communities, more than
700 Georgia cities and more than 150 Georgia counties can file nearly a thousand suits
to hold back the tide of court orders that WASHINGTON AND THE FEDERAL GOVERN
MENT will not hesitate to enforce with BAYONET ARMED TROOPS. REMEMBER LITTLE
ROCK ARKANSAS.
However, if Zom had his way and the Georgia Legislature tried to pass a law against
the civil rights bill, just ONE FEDERAL SUIT WOULD QUICKLY KNOCK IT OUT and
leave more than 700 Georgia cities and all 159 counties wide open to enforcement of mixing
swimming pools, hotels and restaurants and to force employment of anybody that Washing
ton said to. Already we have seen the Federal Court knock out our county unit system and
knock out the make-up of the Georgia Legislature — WITH JUST ONE SUIT IN EACH
CASE. We have seen it happen and it is going to happen again and again UNLESS WE
KEEP THE POWER TO FIGHT IT TO THE LAST BREATH ON THE LOCAL LEVEL.
THE ZORN AMENDMENT WOULD HAVE KEPT US FROM KEEPING SUCH POWER
ON THE LOCAL LEVEL.
I just wonder who Senator Zom is really representing — the home folks who elected him
or the big cities which voted with him on his dangerous plan? He said his amendment
would prevent adoption of so-called Civil Rights leaislation in metropolitan areas which
are controlled by the block vote. DOES HE REPRESENT THE BIG METROPOLITAN
AREAS OF GEORGIA OR THE PEOPLE FROM THE SMALL TOWNS AND CITIES IN
HIS DISTRICT? The big city senators who voted with him are from: COLUMBUS,
AUGUSTA, SAVANNAH, MARIETTA, DALTON, ALBANY, MILLEDGEVILLE AND
BRUNSWICK. Ony two big cities voted against him — Atlanta end Macon. THE ZORN
AMENDMENT WOULD HAVE PERMITTED LEGISLATORS FROM ALL THE BIG
CITIES TO VOTE ON PUBLIC ACCOMMODATIONS MATTERS THAT AFFECTED ONLY
WAYNE COUNTY. DOES A LEGISLATOR FROM THE BIG CITY KNOW THE PROB
LEMS ON OUR LOCAL LEVEL IN WAYNE COUNTY?
I do not think our people approved of Senator Zom trying to get OUTSIDE SENATORS
to help bail him out of the trouble his wild plan got him into. We have fine and ab’e
officials down here, able to think and speak for themselves. They hardly need outside
senators to explain ANYTHING to them. But they would like for them and our senator to
represent our people by fighting for home rule and against civil rights and NOT
misrepresent them by turning us over to Washington and Atlanta. I WILL NOT APOLOGIZE
OR WITHDRAW THE STATEMENTS IN THIS LETTER AT ANYTIME.
