Dean Proposes Plan to
Help Retarded Children
ATLANTA — Georgia's mental
ly retarded children have been de
prived of adequate treatment too
long because the state lacks the
facilities required for proper at
tention to them, Sen. Roscoe Dean
of Jesup declared.
“However, under a program I
am sponsoring in the General As
sembly, the state would move to
correct this situation," said Dean.
"My bill to provide state funds
to encourage the establishment of
privately-owned Day Care Cen
ters for mentally retarded chil
dren passed the Senate by a 37-
0 vote.
There are no signs of marked
opposition to the plan in the
House and it is expected to win
approval during this legislative
session, he said.
"The Dean Bill for Day Care
Centers authorizes the State Gov
ernment to expend funds in as
sisting and participating in the
financial support of these centers
for mentally retarded children a
cross the State,” the Senator ex
plained. "A network of 30 to 35

Legislative Comment
This is my final report on
the 1966 Regular Session of
the General Assembly of Geor
gia.
It is hard to summarize the
activities of this Session and
to point out the most impor
tant bills which were passed.
However, in my opinion the
bill which probably will help
our local units of government
most was House Bill No. 4,
which provided for the classi
fication of motor vehicles as
a separate and distinct class
of tangible property for ad
valorem tax purposes.
The effect of this bill will be
to require that taxes on motor
vehicles be paid at the time
the license tag is purchased.
Many people have been es
caping payment of taxes on
motor vehicles in the past, but
in the future this will not be
the case.
The General Assembly also
passed a bill requiring all in
fants be given a test for
phenylketonuria. This is a
matter that I was not familiar
with prior to this legislative
session. As I understand it,
the test is very simple and if
discovered the diseae can be
cured by a special diet. If the
disease is not discovered, the
infant wiH be mentally retard
ed.
I suppose that one of the
most controversial matters
that came before the General
Assembly for consideration
was the timberland tax
matter.

This measure was defeated
in the House, after consider
able debate on both sides. I
voted against the proposal
primarily for the reason that
nothing had been spelled out
concerning the enabling act
which would have been intro
duced at the next session of
the legislature. I felt that to
vote for this resolution would
be somewhat like “buying a
pig-in-a-poke.”
As most of you know, this
was the first time that the
reapportioned House of Rep
resentatives had met. The ur
ban areas have great numbers
of Representatives, but in my
opinion they are no better rep
resented than they were be
fore.

The urban legislators were
divided among themselves
and in several instances local
bills were brought to the floor
of the House for consideration.
This has never happened be
fore during my service in the
legislature. I am of the opinion
that reapportionment will not
be the cure-aH which it’s por
ponents claim. It will be in
teresting to observe the func
tioning of the General Assem
bly in the years to come.
During this recent session,
I tried to do the best of my
ability to reflect the wishes of
my constituents in Pierce and
in Brantley Counties. I want to
thank each of you for any ex
pression, pro or con, which
you made on any of the meas
ures pending in the legislature.
By letting me know how you
felt on these matters, I be
lieve that I was able to do a
better job on your behalf.

minute quarters and the boys will
be seven minute garters.
