Rap Conner on
Revamp Move
Three state legislators issued
a statement this week in At
lanta calling the House Re
apportionment Plan unfair, un
just, and not in the best in
terest of the people.
State Senator Roscoe Dean
of the Sixth Senatorial Dis
trict, and Representatives
Gene Branch of Appling Coun
ty and Steve Nimmer of Pierce
County fought against the plan
that combines Appling, Jeff
Davis, Pierce and Bacon Coun
ties into one large representa
tive district with two repre
sentatives elected at large.
Branch and Nimmer said
that they and Representative
Jimmy Conner of Jeff Davis
County had reach an agree
ment, in line with the ex
pressed wishes of the people,
in which Appling and Jeff
Davis Counties would become
one representative district, and
Pierce and Bacon would be
come another, each with one
representative.
This plan was approved by
the House Reapportionment
Committee but when the plan
reached the floor of the House,
Mr. Connor, without the
knowledge or agreement of Mr.
Branch and Mr. Nimmer,
nroposed an amendment com
bining all four counties into
one representative district with
two representatives, according
to the three legislators.
This amendment by Mr.
Connor was successful and
passed the House. When it
reached the Senate, Senator
Dean led an all-out fight to
get it changed back to the
original plan which had the
approval of Branch and Nim
mer and the people, it was
stated.
Dean, Branch and Nimmer
expressed concern that the
wholesale combining of these
four counties might prove to
be a move toward county con-

and wires from the people op
posing the four-county com

The three legislators rapped
Conner for his move which,
they said, “is a breach of faith
between Mr. Connor and the
other legislators from our area.
