Tide Turning in Battle Against
Abusive, Obscene Telephone Calls
The tide is turning in' the
battle against abusive and ob
scene telephone callers, the
Bell System reports.
Dramatic increases in arrests
and convictions have been re
corded in the wake of a tele
phone company publicity pro
gram to stir public awareness
of the problem, according to
W. B. Smith, local Southern
Bell Manager.
“This campaign has been
backed up by the establish
ment of annoyance calling
bureaus, special training for
thousands of telephone em
nloyees and the use of a va
riety of techniques to trace
calls,” he said.
The police and the public
are working closely with the
Bell System. The telephone
company collects evidence
which determines the tele
phone line being used to make
the offending calls. Then, if
the victim chooses to prose
cute, the law identifies and ap
prehends the caller.
How successful has the cam
paignl been? The figures speak
for themselves. In 1963 there
were 165 arrests and 110 con
victions of annoyance callers
in areas where Bell System
companies operate. This rose
to 273 arrests and 189 convic
tions in 1964, and 474 arrests
and 358 convictions in 1965.
Then last year, when the
Bell System began l its cam
paign to stop such calls, there
were 836 arrests and 788 con
victions —about a 100 per
cent increase over the previ
ous year. In the first half of

this year alone, there have
been 389 convictions.
Since the Bell system began
keeping tabs on annoyance
calls last year, it has received
one million reports. The file
has been closed successfully
on more than 90 per cent of
them; work continues on the
remainder of the cases invol
ving repetitive offenses.
The report come in at a rate
of 50,000 to 60,000 each month
and although this is a very
small percentage of the Sys
tem’s 10 billion completed
calls each month, it is big e
nough to constitute a serious
problem.
The best advice the Bell
System offers customers is to
hang up whenever they receive
an annoying call. This us
ually deprives the obsene call
er of the .main thing he wants
—an audience. However,
should the calls continue, the
person receiving them is en
couraged to call the telephone
business office where people
have been trained to advise
and assist customers who ask
for help.
If the call involves a serious
threat of bodily harm or dam
age to property, telephone
people swing into action im
mediately. They also advise
the customer to call the police.
However, if the need for such
immediate action is not pres
ent when the calls have been
obscene or otherwise annoy
ing or abusive, the customer
is asked to keep a detailed
log of future calls and to note
such things as the date, time
