Georgia Power
Granted Permit
To Construct
Nuclear Facility
The U. S. Atomic Energy
Commission has granted the
Georgia Power Company a
permit to construct Georgia’s
first nuclear-fueled generating
station.
To be named the
Edwin I. Hatch Nu
clear Plant, the 800,000-kil
owatt facility will be located
on the Altamaha River near
Baxley. The plant will cost
an estimated $l5O million. An
innovation will be a $4-million
closed - circuit cooling system,
designed to assure that heated
water from the plant will not
be discharged into the river.
Announcement of the AEC’s
granting of the construction
permit was the culmination
of more than two years of
intensive research, investiga
tion, reviews and hearings.
Meetings with state, county
and local government officials,
health, wildlife and conserva
tion agencies and the AEC’s
Division of Reactor Licensing,
its Atomic Committee on Re
actor Safeguards and its Safe
ty and Licensing Board were
held during the two-year peri
od.
First in the long series of
steps was the utility’s an
nouncement in October. 1967,
of plans to request AEC ap
proval for locating and build
ing a nuclear plant in Ap
nling County. The next seven
months were devoted to gath
ering the material necessary
for submitting a formal an
plication to the AEC. Sub
mitted in May, 1968, the ap
olication contained detailed in
formation on the safeguards,
design and location of the pro
posed plant. The application al
so covered Georgia Power’s
technical and financial quali
fications.
The AEC’s Division of Re
actor Licensing then made
copies of the application a
vailable to the public and to
state and local officials. After
study and review and submit
ting of additional information
by Georgia Power Company,
the Division of Reactor Licens
ing forwarded the application
and its analysis to the Advi
sory Committee on Reactor
Safeguards, a committee of
independent experts.
The committee studied the
application in detail and held
further conferences with Geor
gia Power and the DRL staff.
Their findings were reported
to the AEC and were made
public.
On Sept. 15, 1969, the AEC
scheduled a public hearing at
the Appling County Court
house in Baxley. Private citi
zens, state and local officials
and community groups were
invited to attend and give their
views on the location of the
nuclear power plant.
AEC’s announcement this
week of the granting of the
oermit was the result of an
intensive review of the evi
dence presented at the Sept. 15
hearing.
The plant is scheduled for
completion in 1973. The AEC
earlier had allowed prelimi
nary work to be done at the
plant site, prior to granting
of the permit. As the con
struction progresses, addition
al information will be gather
ed for AEC inspection. Geor
gia Power later will apply to
the AEC for an operating li
cense.
A contract for the plant’s
principal components has been
made with the General Elec
tric Company. Although the
nuclear plant will provide e
lectricity primarily to South
east Georgia, it will be connect
ed to the utility’s statewide
grid of transmission and dis
tribution lines carrying elec
tricity throughout Georgia
Power’s 57,000-square-mile a
rea. When completed, the 800,-
000-kilowatt unit will be the
largest single unit on the
Georgia Power Company sys
tem.
