Bill Stuckey
In Washington
On June 15th the. House of Representatives passed a bill to
provide increases in the rates of service connected disability
compensation for veterans. This bill would also increase the
number of widows eligible for benefits.
Because the version of the bill passed by the House differed
from that which was passed by the Senate, the bill will be sent
to a committee composed of members of the House and Senate.
If the differences between the two bills can be resolved, the in
creases in disability payments will become effective July Ist.
If the bill becomes law, it will affect some 2,016,700 disabled
veterans. And. it will raise payments by about 10 percent. In ad
dition to raising compensation, the bill will make payments availa
ble to a greater number ot veterans. Those veterans whose dis
abilities were due to a dietary deficiency from a prisoner ot war
camp will be eligible if those disabilities appeared within one year
of discharge.
Some critics have complained that the additional expenditures
would be an unnecessary and inflationary waste ot taxpayer’s
money. However, I can only be convinced that critics ot this
legislation have never been the victims ot a war casualty or had
relatives who have.
The men who have been called to serve our country or who
have volunteered to do so, and who have risked their lives to
protect our freedoms and our safety must be remembered and
compensated for their disabilities. And, the widows ot the men
who never made it home have a right to expect the country their
husbands fought for to help supplement the income they have lost.
As long as we have men in this country who have become dis
abled while fighting for our safety, and as long as we have women
who have lost th'ir husbands in the same manner, I believe that
we should support national legislation to compensate their losses.

Veterans
Question and
Answer
Corner
Q — Must the designation of
the beneficiary for a veteran’s
G. I. insurance policy be wit
nessed?
A — Not usually, but it is a
good idea. The witness should
not be the beneficiary. If the
veteran is blind or signs by
mark (X), two disinterested
persons should witness.
Q — Is the Veterans Admin
istration issuing any type of
insurance now?
A— Yes. If a veteran sepa
rated from service after April
25, 1951, has a service-connect
ed disability, the VA will is
sue “RH” insurance, which
must be applied for within one
year of notice of the disability
rating.
Q—ls a veteran sells his
home obtained under a G. I.
loan and obtains a release of
liability from the VA will he
be eligible for another G. I.
loan at his new location?
A— No. The granting of a
release of liability by the VA
does not make the veteran eli
gible for restoration of his
loan entitlement. This can be
done only by having the lend
er release the VA as guarantor
of the loan. This is usually ac
complished by requiring the
new buyer to obtain his own
financing on the home, thereby
paying off the existing G. I.
loan.
