In Washington
Crime is one of the major domestic problems facing this
nation, and the concern of the people is being translated into
action by the Congress. Last week the Congress passed the
organized crime bill, which also included provisions against
illegal gambling, and the control of explosives.
This bill coordinates action between enforcement agencies in
fighting organized crime.
Earlier, the House approved $650 million for the Omnibus
Crime Control Act, over the objections of the President. The
House acted in the belief that strong local and state law enforce
ment is the place to start combatting crime. This measure pro
vides funding for the front line fighters of crime—the local and
state police and courts.
The House has now passed a total of 14 anti-crime bills. Many
other bills, dealing with drugs, aircraft hijacking and radical
bombings are pending before the Subcommittee on Crime.
The concerned people of our district can be sure that I will
continue to support all of the measures which will help to combat
the growing cancer of crime in this country.

PECKED HOLES
Ever wonder about those
neat little holes, all in a
straight line and evenly spaced
around the trunk of your pe
can trees? They were put there
by a bird calld “sapsucker.”
He secures part of the soft
bark for food, and later checks
the holes for insects. The holes
are only as deep as the bark is
thick.

C&MS Detains
Meat And
Poultry In
The Southeast
Atlanta, Ga. — The Consum
er and Marketing Service dur
ing September detained 145,-
496 pounds of meat and poul
try in the Southeast.
The detentions resulted
from routine investigations
made by compliance and eval
uation officers of C&MS’ con
sumer protection programs in
cooperation with various state
agencies, officials of this U.S.
Department of Agriculture a
gency said.
The Federal Meat Inspection
Act and the Poultry Products
Inspection Act authorize the
detention of nonfederally in
spected meat and poultry pro
ducts found in interstate com
merce, and of USDA-inspected
meat and poultry products sus
pected of being unwholesome,
adulterated or misbranded.
Examples of the latter would
be meat or poultry products
that have been federally in
spected but have become un
wholesome or adulterated by
inadequate refrigeration or by
being involved in an accident
where the product became con
taminated. An example of mis
branding would be where a
product’s label does not accur
ately describe the contents.
If a state-inspected porduct
is found in interstate com
merce and is in good condition,
its disposition depends on the
mutual decsion of the origina
ting state and the state in
which the product is found.
If a federally-inspected pro
duct is detained and further
inspection proves it to be
wholesome and truthfully la
beled, it is released into reg
ular trade channels.
But, if an inspected product
is found to be unwholesome,
adulterated or misbranded, the
owner has several recourses:
The product may be moved to
a USDA-inspected establish
ment for reinspection and
processing for salvage pur
poses, or relabeling: the pro
duct can be decharacterized,
identified as unfit for human
food, and sold for use in ani
mal food; or the owner can
sign a release and voluntarily
destroy the product in the
presence of a C&MS official.
When an owner refuses to
take any of the above steps,
the case is turned over to the
courts for final disposition. To
date, all such cases have re
sulted in destruction of the
product for use as human
food. This is done in the pres
ence of a court official so that
there is documented proof of
the product’s disposition.
Loy E. Skinner is officer-in
charge of the southeastern re
gional compliance and evalu
ation staff at Atlanta, Ga.
This office is responsible for
consumer protection compli
ance activities in Alabama,
Florida, Georgia, Mississippi,
Puerto Rico and the Virgin
Islands.
Skinner said he and his
staff continually work with
officials from various state a
gencies and other federal a
gencies in protecting south
eastern consumers’ meat and
poultry supply.
Guidelines For
Christmas
Mailing
Postmaster Drury today
listed four tips on how resi
dents of Nahunta, Ga. can
help meet tight Christmas bud
gets this year by careful mail
ing of cards and parcels.
1. For servicemen overseas—
“SAM” (Space Available Mail)
Christmas parcels can be sent
until November 20. Parcels up
to 5 pounds are accepted at
this low rate.
2. Larger parcels (up to 30
pounds) can be sent as “PAL”
(Parcel Airlift) mail, provid
ed they are mailed by Novem
ber 27. The charge is only $1
per parcel, plus the regular
domestic parcel post rate.
3. For all packaging, invest
in good quality, strudy wrap
ping .materials. This small in
vestment can help insure un
damaged delivery of valuable
gifts and prevent delays which
might result if rewrapping
were required in transit.
4. Insure parcels realistic
ally to cover full value but do
not overinsure. A $lO gift, for
example, can bring only $lO
compensation, if lost, even if
“insured” for SIOO.
“The key to efficient Christ
mas mailing,” Mrs. Drury
commented, “is to mail early
and carefully. Clear address
ing, with the ZIP Codes, prop
er packaging and early de
positing can prevent most pro- .
blems and provide the greatest j
value for money spent for ;
postage.”
