In Washington
Since the Seven-Day War of 1967, a shaky cease-fire has been
in effect in the Middle East. Daily reports from that vital area
indicate that the present cease-fire is indeed in great danger.
While negotiations continue in an attempt to bring about a
durable peace settlement, the Soviet Union continues to demon
strate poor faith by continuing to supply the Arab States with
huge quantities of new and varied weapons in an effort to upset
the delicate balance of power against Israel. These shipments of
advanced weaponry and the presence of some 20,000 Soviet per
sonnel including combat pilots certainly indicate that we can
have little faith in any Soviet peace proposals for this vital area.
Serious efforts to make peace in the Middle East are highly
unlikely as long as the Arab States cling to the hope of defeating
Israel on the battleground. It is the vital interest of the United
States that a balance of power be maintained so that another
shooting war in this area can be avoided; a war which could
possibly bring about a confrontation between the United States
and the Soviet Union on the battlefield for the first time.
To insure that this balance of power is maintained, I have
added my signature to a House Resolution that calls on the
President to immediately honor the request of Israel for addi
tional F-4 Phantom aircraft. Another Resolution, introduced
in the Senate, has the signatures of 78 Senators, a fact which
underlines the grave nature of this situation. In addition, I feel
it is necessary to point out that Israel does not seek these air
craft as a gift, but rather intends to pay full price, as they have
in the past. If you consider the millions of dollars worth of
foreign aid we have given out in past years, some of which went
to undeserving countries, the request of Israel to purchase U.S.
aircraft is certainly not unreasonable.
CITY CROPS

answer is yes, according to 4-H

the field crops science program
are from metropolitan areas.
Window box projects permit
these city youths to work on a

Nov. 1- ‘IQ’ Day
For Many On VA
Pension Rolls
Atlanta — Some of the
more than 55,000 Georgia
veterans, dependents and sur
vivors now on the VA pension
rolls are being reminded this
week by Georgia Veterans
Service Director Pete Wheeler
that they will receive their
annual Income Questionnaire
cards along with their Novem
ber Ist checks.
Wheeler emphasized the
importance of completing the
questionnaires and returning
them to the VA no later than
January 15, 1972. “Failure
to return their properly-com
pleted income questionnaires
by the January 15th dead
line,” said Wheeler, “could
result in pension payments
being suspended!”
VA pensions are paid to
wartime veterans totally and
permanently disabled from
causes not connected with
their military service. Widows
of deceased veterans may re
ceive VA pensions if they
meet certain income limita
tions.
Entitlement to a pension
and the amount of monthly
payments are related directly
to the amount of income a
pensioner has Wheeler ex
plained, “While VA benefits
are not counted as income,
other income factors such as
Social Security, retirement,
rentals from real estate, divi
dends and interests, and
earnings from employment
are considered by the Veterans
Administration in determining
a pensioner’s benefits for the
coming year.”
As a result of new legisla
tion, effective this year, vet
erans and widows receiving
pensions, and parents re
ceiving dependency and in
demnity compensation (DIC)
payments will not have to re
turn the cards, provided they
are at least 72 years old and
have been on the pension rolls
for at least two consecutive
years.
“In fact,” said Wheeler,
“the income questionnaire
cards will not be sent to per
sons meeting these require
ments. They will receive,
however, along with their
November Ist checks, an ex
planation as to why they are
not being sent the ‘IQ’ cards.
They also will be provided
with instructions to be fol
lowed should there be a
change in their income.”
Any office of the Georgia
Department of Veterans Ser
vice will provide more infor
mation about the question
naires as well as assistance in
completing the forms.
