ompany each order; such pay
ments will not be refunded. Pro
posals will not be issued after
9:00 A. M, on the date of bid

on the form issued by the Dep

Acceptance of an offer sub

Work will be governed by the
applicable edition of Standard Sp
ecifications as amended by the

Projects financed with Federal
Funds will contain provisions
with regard to minimum wages,
employment of labor, methods of
construction, and subletting or
assigning the contract. On such
projects, the Department, in acc
ordance with the provisions of
Title VI of the Civil Rights Act
of 1964 (78 5ta.252) and the Reg
ulations of the U. S. Department
of Transportation, issued pur
suant to such act, hereby notifi

Project PR-4052 is the propos
ed construction of a two lane ru
ral highway beginning at State Rt.
110 in Brantley County just North
of the Camden County Line and
extends Northeasterly and North
erly along the County Line Road
tying into State Route 50 (U.S. 84)
East of Waynesville.
The Project is 5.30 miles long.
The purpose of the project is to
provide an all weather paved road
in the vicinity of the project and
better traffic service to residen
ts in the area.

in higher
education

As we have discussed on
numerous occasions in this
column in the past, there are
strong forces at work in this
country today to change the
character and structure of
education in the United
States. Most of these have a
sincere and genuine desire to
make learning more flexible
and productive, providing
students more challenge,
excitement and incentive in
their studies.
Some of the trends and
approaches have gone to
extremes of unstructured
chaos, and the lack of
direction and discipline has
often created more problems
than have been solved by these
new ways. There is great need
for a more positive and
constructive balance between
the new and the traditional.
Goals Needed
As Judson Jerome says in
bis book CULTURE OUT OF
ANARCHY: “Young people
are not prepared by their
home lives or schools to make
decisions and often are nearly
incapable of discovering
within themselves the grounds
for order, discipline, direction
and purpose. They have
dreamt of what they would do
if it weren’t for the limits and
demands imposed upon them;
but when they are free they
are likely to unzip and find
nothing inside. If you believe
you would be creative,
industrious and productive
except for external restraints,
you can retain some hold on
dignity, though you feel
continually frustrated. But if
you discover that you do not,
in fact, spontaneously create -
or even read, that you are not
really very interested in
cultural or political events, in
ideas, in intellectual issues,
that you have little drive to
achieve, that there is nothing
in particular that you want to
do with your life, and that
you cannot blame these things
you perceive as deficiencies
upon some system beyond
your control, you are likely to
suffer waves of guilt,
self-hatred and paralysis of
will.”
Something of this same
sense of perspective, a need
for balance in the
development of individual
personalities, was expressed
many years ago by John
Stuart Mill: “Men are men
before they are lawyers,
physicians or manufacturers.
If you make them capable and
sensible men, they will make
themselves capable lawyers,
physicians and manufac
turers.”

Some of the same ideas and
concerns were expressed by
Dr. Michael Maccoby in the
current issue of Change
magazine, in an article titled A
Psychoanalytic View of
Learning. Dr. Maccoby says:
“Educational methods alone
cannot guarantee the
development of the productive
character. However, it may be
possible to chart a direction
for educational programs to
improve social character. As a
start, there are four general
principles that, if developed
by teachers, would further
education that strengthens the
self.”
Four Fundamentals
The psychoanalyst, who is
a fellow at the Institute for
Policy Studies in Washington,
gives those four principles as
follows:
The first principle is that
schooling could provide the
discipline needed for the
ievelopment of the seif.
The second principle is that
education should reinforce the
natural development of the
self.
The third principle is that
in teaching a constant effort
must be made to clarify the
purpose of study and make
explicit the values implied.
The fourth and final
principle is that teaching
techniques should develop the
student’s activeness.
Dr. Maccoby explains that
the principle of “activeness”
implies self-direction and
purpose. He suggests in his
detailed study that it is
possible to provide challenge
and motivation without
abandoning discipline and
character. Indeed, his thesis
seems to be that the two
elements are inseparable, and
that education performs its
greatest service to society only
when it provides a strong and
steady development of
character. He concludes his
article with the question:
‘Will the schools and
universities reinforce the
dehumanizing alternatives of
post-industrial social
character, or consciously
adopt the goal of developing a
discipline for the productive
character?”
The ideal of such dual
development, or the total
development of well-trained
individuals in a responsible
society, is the ideal of higher
education in the United
States. The independent
colleges and universities
throughout the state of
Georgia continue to strive
toward carrying out that high
ideal. (57)

Billboard Law
Enforcement
Hits Phase 2
ATLANTA (PRN) - With a
city of “Timberrr,” and a few
deft strokes from a power saw,
a State Highway Department
crew on January 3rd, felled
the first illegal billboard to
come down under
second-phase enforcement of
Georgia’s new outdoor
advertising law.
The second enforcement
phase consists of signs, with or
without permits, erected in
violation of the new law.
The first enforcement
phase, concerning smaller signs
on trees, natural features, or
impermanent structures, is
well under way across the
state, according to Highway
officials.
Another, later, phase will
concern signs erected legally
under the 1967 advertising
law, but made illegal by the
new legislation. That group
contains signs the Highway
Department will have to buy
from the owners. The
purchases can’t be made until
federal funds are made
available.
