Parham and New York psy
chiatrist Dr. Gary Miller have
been named to top posts in the
new Georgia Department of
Human Resources.
Parham, a career social
worker who headed the Depart
ment of Family and Children
Services before it was merged;
into human resources in April,;
was selected as deputy com
missioner of the new depart
ment.
Miller was named to succeed

Duval, w'ho has headed the
state’s mental health program
for 10 years, is retiring.
Gov. Jimmy Carter still has
not selected a commissioner for
the new human resources de
partment. Announcement of the
two appointments was by act
ing commissioner J. Battle Had.
The Human Resources De
partment, which includes the
former departments of welfare
end health, is the largest single
state agency created by Car
ter’s reorganization effort.
Parham is one of several
state department heads specif
ically prohibited by law from
holding the post of commission
er. That concession was made
by Carter to get his reorganiza
tion plan approved by legisla
tors, some of whom considered
Parham too liberal.
Meanwhile. Atlanta attorney
Jack H. Watson Jr. was named
chairman of the new Board of
Human Resources as he attend
ed his first meeting of the
group Friday.
He succeeds attorney Robert
Lipshutz, who was temporary
chairman and now becomes
vice chairman.
Watson is a member of the
Atlanta law firm of King and
Spalding.

The 1970 Census of Housing
counted 1,875 housing units in
Brantley County, and 1,450 ho
useholds had at least one tele
vision set ( 254 UHF-equipped),
the Bureau of the Census, U.S.
Department of Commerce, ann
ounced today. The figures are
from the first report for Geor
gia which presents detailed sta
tistics on housing for each
county.
The report shows that in the
County: There were 513 hous
ing units with air conditioning
(411 with room units and 102
with a central system), 1,338
units with a clothes washing
machine, 252 with a clothes)
dryer, and 35 with a dishwash
er.
The 1970 population was 5,
940, with an average of 3.5
persons per housing unit.
A total of 953 housing un
its were built before 1949,
361 during the 1950’5, 289 dur
ing 1960-64, and 272 within
the five years preceding the
April 1970 Census.
Utility gas was used to cook
the meals in 0 housholds, el
ectricity in another 1,070, and
bottled, tank, or LP gas in
yet another 510.
There were 1,593 housing
units with complete kitchen fa
cilities and 1,524 with com
plete bathrooms, both for the
