ghetto youths who have drop
ped out of regular schools.
It is also furnishing partial
funding and manpower assis
tance for mini-school experi
ments, in which small groups
of students work together
throughout the year, receiv
ing counseling not only on
problems affecting their learn
ing performance, both inside
and out of school, but also
on career planning. This same
process in a New York high
school resulted in increased
attendance from 1 5 per cent
to 90 per cent.
And at UC’s new petro
chemicals complex at Ponce,
Puerto Rico, nearly 1,000
employees have been receiv
ing intensive basic on-the-job
training. Nearly half of the
approximately 125 operators
on the payroll two years ago
have been promoted to super
visors.
Which is saying a lot for
the increasingly important
role that corporate consider
ation is playing in the state
of the nation.

RENTS. Before a landlord
may raise a residential rent,
he must calculate the “base
rent,” which is the approxi
mate market level rent for the
unit prior to the freeze. He
may then only increase the
base rent by up to 2.5 per
cent a year to cover increased
costs. However, he may add
on the tenant’s share of in
creases in real estate taxes,
municipal charges and capital
improvements, if any. In case
of doubt, tenants or landlords
should consult their local IRS
office.
