To avoid difficulties to those
cities that were presently as
sesslng at over 40 per cent,
they were granted an exception
and they will be allowed to cor*
tinue to assess at their pre
vious level. This law should
eliminate much confusion in the
minds of the average Georgian.
Any system in order to merit
the confidence of the average
taxpayer must provide a sim
ple, inexpensive, readily avail
able local method of appeal.
The existing arbitration pro
cedure is confusing and ex
pensive and generally unavail,
able to the average taxpayer.
Not only that, the arbitrators
in each instance pass on only
one piece of property and are
not required or indeed allow
ed to equalize assessments as
between taxpayers. A law
provides • effective next year •
for local boards of equaliza.
tion to replace the outdated
arbitration procedure. The lo
cal boards will be chosen from
qualified people by the local
Grand Jury. They will be
charged as to their respon
sibilities by the local Super
ior court Judge. They will
hear appeals on the local le
vel in a fast and inexpensive
manner. They will not only
set value, but they will be
empowered to equalizebetween
taxpayers so as to insure that
the local taxpayer is paying
his fair share and no more
and no less.
Just as the present law pro
vides, this law also provides
an appeal from that board to
the local Superior Court. There
will be no appeals to any super
board in Atlanta. I feel that
there is an adequate measure
of justice in each Georgia co
unty, and it is not necessary
for any Georgian to have to
leave his home county to get
justice and fairness.
What does property tax pro
duce in relation to other ta
xes? The State sales tax would
have to be doubled or the St
ate income tax tripled in or
der to bring in the same re
venue the property tax pre
sently does. (For instance,
in 1971 the ad valorem tax
yielded approximately SSOO
million; and during the same
year the State sales tax pro
duced approximately $3Ol mil.
lion and the State Personal In
come Tax produced approxi-
mately $lB3 million.) Even
if such an approach were ac
ceptable, the taxable sales and
income are not distributed in
the same fashion as is the tax
able property and a massive
shift in local revenues would
result.
It, therefore, appears that
there is no way to completely
replace property taxes. If we
must keep ad valorem taxes,
then the administration of them
must be made right.
Locating Unknown
Addresses Os Vets
Not An Easy Task
Atlanta — Anyone trying
to locate the whereabouts of
a veteran through the Veter
ans Administration will dis
cover that the VA is limited
by regulations as to how far
they can go in trying to locate
the veteran. Georgia Veterans
Service Director Pete Wheeler
said that the VA will go so far
as to try to forward a letter to
a veteran, but then it’s more
or less up to the veteran if he
wishes to contact the sender
of the letter.
Wheeler said, “The proper
procedure is to write a letter
to the veteran and place it in
an unsealed envelope showing
no return address, but bearing
the veteran’s name, with suffi
cient postage to cover mailing
costs. A covering letter to the
VA should be included, giving
complete identifying informa
tion about the veteran, such
as his full name, date of birth,
last known address, service
serial number, ‘C’ number if
known, social security num
ber, last military address, rank
and date of discharge.
