Recommendation for the firm came from the library board and Keith Schuermann, Director of the Troup- Harris Regional Library. Schuermann told commissioners that eight firms expressed an interest ed in the library project but that num ber was quickly narrowed to six. Represents of those six firms were inter viewed and the group narrowed to three. “2WR made an incredible impres sion on the our board,” Schuermann said. While the company does not have experience in designing libraries, Schuermann explained they have part nered with a company that does. In addi tion, having designed the Harris County Community Center, 2WR already has a business relationship with the county. FUNDED by a combination of state money, Special Purpose Local Option Sales Tax money, and local donations and fund-raising, the new Harris County Library will be constructed next to the Harris County Community Center, which is located on Ga. Hwy. 116, just west of the high school. At 15,000 square feet, the new Harris County Library will be three times the size of the current library, which was constructed in 1991. Schuermann said the next step in the process will be to seek community input using focus groups to determine what services residents want the library to offer. A concept design could be ready by Spring and depending on weather, a ground-breaking ceremony might also be held in the Spring. County Attorney John Taylor noted some modifications that needed to be made to the contract and the commis sion approved the contract pending Taylor’s input and changes. Storm water from the rains caused the stream to enlarge and overflow its banks, then either the pipe became clogged with debris, or the storm water flow became more than could be handled by the pipe, and water began eroding clay under the roadway. Early Christmas morning, the .supporting substrate washed away and the road collapsed, creating a sinkhole exceeding the width of the road, 25 to 30 feet long and about 10 to 12 feet deep. An employee with the Harris County Water Department was traveling Lower Blue Springs Road searching for a water leak. In the darkness of the early morning hours and with the volume of rain falling, Nick Moye was unable to see the road had washed out and his truck plunged into the washout. Deputies, who had been check ing roads for washouts, responded to the scene with Harris EMS and firefighters from Antioch and Hamilton. Moye’s injuries were described as minor and the road was immediately closed to through traffic. HARRIS COUNTY Emergency Management Agency Director Monty Davis reported that Orchard Road and Lake Drive in the Pine Mountain Valley community. Price Road in the Whitesville Community, Melody Drive near Waverly Hall, and Hickory Circle and Crestline Drive in the Ellerslie community were closed at times during the storm. Reports also indicated that Mount Airy Road, near Waverly Hall had also been closed. That road has been subject to frequent flood ing. U.S. Hwy. 27, just south of the Callaway Country Store, was briefly closed due to a mud slide that brought mud and rock down the mountain onto the road. With storm water receding last Saturday, Lower Blue Springs Road and Orchard Road remained closed. ALSO of concern were dams located around the county. Davis reported that while no dams had failed, water had been reported flowing over dams near Lickskillet Road and in the Melody Lakes subdivision. There were unconfirmed reports of water flowing over other dams on private property in the county. Gates were opened at the West Point Dam to help alleviate poten tial flooding up the Chattahoochee River, but downriver the Riverwalk and other places in Columbus were inundated with water. “A lot of water has receded,” Davis noted Saturday afternoon but with the ground already saturated, additional rainfall was in the fore cast leading to the New Year’s hol iday. This photo was taken on Christmas Day and the water level is significantly lower though over the stream’s banks. In addition to commuting traffic and emergency servic es, the washout on Lower Blue Springs Road will result in the Harris County School System having to reroute school buses. # % POINT OF NO RETURN? As the picture shows the driver did not make it very far before determining the water was deeper than it appears and backed out the way he came in.
