Dickey Appointed To NEWSPAPERS - Continued From Page 4 Environment Committee ATLANTA - State Rep resentative Robert Dickey (R-Musella) was recently appointed to serve on the National Conference of State Legislatures (NCSL) Environ ment Committee by House Speaker David Ralston (R- Blue Ridge). “I am honored and humbled by Speaker Ralston’s confi dence in me with this appoint ment to the NCSL Environ ment Committee,” said Rep. Dickey. “As a farmer and faithful steward of our natural resources, I welcome the op portunity to study with fellow legislators from other states ways that we can better keep Georgia’s natural resources protected and available for future generations.” The Environment Committee is one of NCSL’s 12 standing committees. These standing committees serve an impor tant role in representing state interests in Washington, D.C. and in the facilitating policy innovation among the state and territorial legislatures. The committees also provide a unique forum for the discus sion of major issues facing the states, which allows legisla tors to leam from the experi ences of other states. According to NCSL, its Environment Committee is charged with educating Congress and federal agen cies as to state concerns regarding state and federal natural resources legislation, regulations and policies. Some examples of issues that this committee has handled include: air quality-multi- pollutant strategies, climate change, cost-benefit analysis of environmental regulations, product stewardship, water resource management, wet lands restoration, and water allocation-dispute resolution, conservation, and land man agement. The appointment is for a two-year term concurrent with his service as a member of the Georgia House of Representa tives. The committee’s next meet ing will be held at NCSL’s Legislative Summit in Atlanta, GA from August 12-15, 2013. NCSL is a bipartisan organi zation that serves legislators and staffs from the nation’s 50 states. It provides research, technical assistance and op portunities for policymakers to exchange ideas on the most pressing state issues. Representative Robert Dickey represents the citizens of District 140, which in cludes Crawford County and portions of Peach County. He was elected into the House of Representatives in 2010, and currently serves as the Sec retary on the Agriculture & Consumer Affairs Committee. He also serves on the Appro priations, Banks & Banking, and Energy, Utilities & Tele communications committees. the sports page could be the next Ty Cobb. Who else but the local newspaper is recording these events? And even if none of the people who make it into the local paper are ever famous any where but on those pages, the local paper has immortalized them into Georgia’s history. There will always be ten sion between newspapers and government. Newspapers take their “watchdog” role seriously, and we should be send Dickey as the delegate and Johnson as the alternate. The delegate will be the only one to have voting privileges at the meeting. A hearing officer report had the board questioning the difference between EISS and expulsion. Randy Robinson, who was in attendance at the meeting, stated that EISS is extended in school sus pension and is a long-term alternative to expulsion. One student, a high school student, was caught in pos session of marijuana and will spend two semesters in EISS and the other a middle school student was caught in pos session of prescription drugs and was expelled for the third nine weeks but can apply for alternative school. School policy states that all medica tions must be turned into the office and not in possession of the student. Douglas presented the 2013-14 school year calendar to the board for their ap proval. The calendar is based on a 175 day student year and 182 day teacher year and has one more preplanning day and one more teacher work day after Christmas break included. Douglas had removed Veteran’s Day as a day off stating that he did this because it was right before the Thanksgiving holidays. Johnson stated he felt like it was an important holiday and should be observed and suggested to keep the holiday as a day off and add October 11th, which was planned as a system holiday back onto the calendar. Board member Lee Sanders agreed and the board grateful they do. At govern ment meetings, often the only person in attendance is the local reporter. That one per son has to tell thousands of other people in the commu nity what their government is doing. It’s not an easy job, but it’s an important one. Sometimes, the paper may get the story wrong. Some times, government officials are going to do something they shouldn’t and the paper is going to call them on it. voted to approve the calendar with the change. Lastly, Dickey stated that he has been researching the policies required for the board to become a Board of Distinction with the GSBA. He also stated that he would like for issues such as the negotiations between the system and BB&T Bank be brought to the board so that they can be discussed and approved. Dickey then stated Sometimes, both sides may have to agree to disagree on what is right for a commu nity. Douglas explained the issue and stated that the person responsible for the miscom munication from the court had come to meet with him. Douglas said that the court was supposed to wait on a form to be sent by the school before summoning children and parents to the court and because this person was new to the court, she had not real ized that was the procedure.
