Partnership President and CEO, Bob McMahon, briefed a small audience of community leaders and me dia that a BRAC is expected to occur in 2015, 2017, or both, and the long-standing strained relations between base management and the Union make the base vulner able for closure in compari son with other bases. “This situation did not arise overnight.. .it has been in place for years. The four former Air Logistics Center Commanders living in our community have all dealt with this same issue to some extent, and no one has yet solved this issue... myself included,” said McMahon. McMahon began the brief ing by highlighting some re cent accomplishments made by the base, but was quick to stress that the management/ union issue has the potential to derail any progress made by the base in the minds of those outside of Middle Georgia. “If Bob McMahon were sitting at the pentagon today—as I was in helping the Air Force prepare for the 1995 and 2005 BRA.Cs— I can tell you that this is exactly the type of data that would have influenced the process,” said McMahon. The former Air Logistics Center Commander also pointed to a historical prece dence with the closure of the San Antonio Air Logistics Center at Kelly Air Force Base in San Antonio, TX. “San Antonio (ALC) was notorious for their poor rela tionship between the union and management in the late 1980’s and 1990s... and I can tell you from first-hand experience, that the poor relationship was a factor in the Air Force putting Kelly on the 1995 (BRAC) closure list,” said McMahon. During the brief, a chart was unveiled highlighting the disparaging number of grievances and arbitrations at Robins in comparison with the other two Air Logistics Complexes in Utah and Oklahoma. Robins had 328 grievances in fiscal year 2012, with less than half shown at Hill Air Force Base in Utah (142) and Tinker Air Force Base in Okla homa (110). Arbitrations for Robins were also staggering when stratified against the others, with 229 at Robins, 64 at Hill and 32 at Tinker for FY12. The numbers for FY13 are very discouraging seven months into the year. Robins has 204 grievances thus far compared to 57 and 42 for Hill and Tinker respectively. Arbitrations so far are at 173 for Robins, 33 for Hill and five for Tinker. McMahon also stated it is now easier to compare the three agencies as they are all aligned under the Air Force Sustainment Center with one commander, Lt. Gen. Bruce Litchfield, overseeing all three. The Sustainment Cen ter is headquartered at Tinker Air Force Base. In closing, McMahon rein forced that there is plenty of blame to share for both par ties in this instance. “This isn’t a management problem and this isn’t a union prob lem. .. this is a Middle Geor gia problem.. .if left untreat ed, our $2.9 billion economic engine is clearly at risk.
