200,000 troops will be necessary to maintain internal order.

Berlin, May 22.—(Wednesday) —One hundred thousand
Independent Socialists today staged a demonstration in favor of
immediate peace. They bore numerous red flags and banners
with the inscriptions “We want only peace, bread and work.”
After being addressed by several speakers the Independent
Socialists joined 25,000 Majority SoScialists who were holding
a demonstration in the Wilhelmstrasse against the treaty.
Paris, May 22.—Libau dispatches report that the Bolshe
vik spring offensive began Sunday on the entire Baltic front.
