If you are men, therefore—if you have
the spirit of men about you—if you would
not be branded as dastards—recreants to
a glvrious cause and an honorable name,
turn, every one of you, and show them
that they grossly insult you by such an
imputation—Show to the whole world that
you never will, never while life and be
mg last, permit any man who has been
nurtured in the admonition of federalism,
and brought up in the Y -zoo scho 1, as at
the feet of Gamaliel, to triumph over yon,
while any honest effort, or any pure sacri
fice on your part can prevent it.
1 have done. You have read my sen'i
ments in a former number. I flatter my
self you have profited by my humble,
though solemn admonitions: for if you
were not moved by them to the perfoitn
ance of your doty then, neither would
y*>u be moved thereto now, if one rose

occasion—they will suit it as well as they

lute the name of Troup by taking it upon
your lips, or applying it to yourselves,
your principles or your practices

j Electors of President and lice President.
Our citizens will recollect that the pri
vilege of appointing electors of President
and Vice President of the United States is
.Low vested in the people. The act es
•tnblishing this power passed Doc. 18,
f824, and provides that on the tirst Mon
day in November 1828, and on the first
Monday in November of every four years
thereafter, an election shall be held
throughout this State at ihe several pi ices
of holding elections for Senators and Re-
P esentatives in the General Assembly,
for the purpose of choosing electors of
President and Vice President of the U.
States, to be conducted and superintend
ed as elections usually are.
21. Persons entitled to vote for mem
bers of the General Assembly, may vote
for electors, the number of whom shall
equal the whole of our representatives
and Senators in Congress, and the Justi
ces or Magistrates presiding shall make
immediate returns to the Governor, of the
fesult of the election, specifying the
number of persons voting for electors,
the number of votes given, the names of
pciaona voted fur, and the number of
votes each may have received.
3d. In counties, where by law, votes
for members of Assembly, are given at
different places, the persons presiding
•hall meet, and consolidate the returns of
the different districts, and forward them
as directed in the second section.
4th* On the 18th day after the elec
tions shall have taken place, the Gover
nor shall lay betore both branches of the
General Assembly a consolidated return
of the number of persons voting for e
lectors, the names of persons voted for
and the number of votes received by
each; and immediately notify the persons
who may have received a Majority of the j
whole of the votes given in, of their elec- J
tion, and require their attendance, at the
time, and place, prescribed by law, to
vote for a President and Vice President
of the United States.
sth. In case of none of the persons vot
ed for, having received a majority of
the whole of the votes given in, the
members of the General Assembly shall
by jont ballot appoint electors of Presi
dent and Vice President, or if some per
sons should have received a majority of
all the votes given in, then the Assembly
shall bv joint ballot supply the num
ber deficient, so as to make up the
whole number of electors which the state
is entitled to.
6th. If from death, or any other cause,
any elector or electors so appointed
shall fail to appear at the Seat of Gov
ernment at 12 o { clock on the Monday
preceding the Ist Wednesday m Decem
ber. the legislature will proceed by joint
bahot to supply the vacancy.
