The war revenue measure passed by the house of representatives a f ew days ago was received by the senate and referred to the finance committee, At the opening of the senate the chaplain offered devout thanks for tho glorious victory won by Commodore Dewey’s Asiatic squadron. MARTIAL LAW IN MADRID. Cabinet Connell Proclaims a State of Siege In the City. Advices received Monday night from Madrid says that the cabinet council, after a late session, decided to pro claim a state of siege immediately. Ministers deny the existence of a cab inet crisis. Honor Aguilera, the civil governor of Madrid, has posted on the walls of the home office the customary proclama tion that the civil authorities consider the circumstances justify the handing over to the military authorities the mission of keeping order. Information received at Madrid de scribing the engagement at Manila says the Olympia, the Boston, tho Baleigh, the Concord, the Petrel and the Monocacy entered the bay under cover of darkness by the smaller and safer Bocachica .hannel. The forts of Corregidor island gave the alarm by firing on the intruders, but they seem ed to hove inflicted no serious dam age. The American squadron moved np the bay and at 3 o’clock in tho morning appeared before Cavite. Here, lying under the alielter of the forts, was the Spanish squadron. Soon the Americans opened fire. The Spaniards replied vigorously and tho combat continued without inter ruption for four hours, during which the Don Antonio de Ulloa was sunk, the Castilla and Mindanao were sot on fire nud the Reina Maria Cristina and the Don Juan do Austria were serious ly damaged. One or two of the smaller craft were scuttled by their crews to escape capture Others took refuge m a small neighboring creek, emptying into Baker bay, where presumably the American ships were unable to follow them. But not one surrendered. Surprise and disappointment has been caused by the destruction done by the American fleet, as it had been officially stated that tho authorities at Manila had received sixty torpedoes and heavy gnus to strengthen the coast defenses, particularly the de . fenses commanding the two channels on the right and left of Corregidor island. It is suggested that the half-breeds at the Manila arsenals, who are rebels at heart, cut the cables connecting the sub-marine mines and thus enabled Commodore Dewey to force the bar bor iu safety. ___ THANKS TO DEWEY. Livingston, of Georgia, Introduces Res olution of Thanks In the House. A Washington dispatch says: Hou. L. F. Livingston, of the fifth con gressional district of Georgia, intro duced the following resolution in the house Monday; “Resolved, That the thanks of con gress he nttd they are hereby tendered to Commodore George Dewey, com manding the Asiatic squadron, for the eminent skill and valor exhibited by him and his squadron in the recent engagement resulting in his glorious victory over and the destruction of the Spanish fleet at Manila.” IRISH ME N i 0> (3 R ATU L ATE. There were two of Georgia’s sons in the tight with Dewey—Flag Lieutenant T. M. Brumby and Ensign Lay Hamp ton Everhart, both of Decatur. When the Spanish fleet left the Cape de Verde islands, they left the three torpedo boats behind. They are too fragile to cross the North Atlantic. Commissions have been issued to Lientenaut Frank D. Aiken, of Bruns wick, to be commander, and Lieuten ant C. E. Broughton, of Savannah, to be lieutenant commander of the Geor gia brigade of naval reserves.
