The Federal Reserve Banking System, supplying ade
quate banking facilities to the manufacturing, industrial,
and commercial interests of the country, and making a
financial money panic impossible.
The Rural Credit Law, which we enacted for the bene
tit of the tarmers, which will enable the farmers to borrow
money at a living rate of interest. This law will be put in
to actual operation within the next few wecks,
The Bureau of Markets, which will enable the - farm
ers to sell their surplus products at the most advantageous
prices. ‘
The Parcel Post Law, with the weight limit at fifty
pounds, which brings the producer and consumer closer
together, and prevents the express companies from charg
ing extortionate rates for the transportation of small pack
ages;
T 1897, when serving out my father’s unexpired term
in Congress, I voted for the second appropriation ever
made for rural routes. I consider the rural route service
of paramount importance, and'favor its extension until all
the people enjoy its benefits. During my term of office, 1
have had ten new routes established and have had between
forty and fifty others increased in length, furnishing .rural
mail facilities to over two thousand additional families in
the District.
({ood Roads Legislation, requiring the Federal Gov
ernment to aid the states in building good roads. Georgia
will receive from this bill about two millions of dollars.
“Assisted in passing a bill to ascertain the physical val
nation of railrpads, so as to get the actual amount of capi
tal invested, so as to require the reduction of freight rates.
(reating the Department of Labor, thus giving labor
a representative at the President’s Cabinet Couneil.
Voted for establishing Federal licensed warehouses,
where cotton can be deposited and the owner can horrow
money on warehouse receipts, at a low rate of interest,
from any of the Federal Reserve Banks. This bill is now
pending in the Senate.

Voted and worked for the Shipping Bill, to provide an
adequate Merchant Marine, to transport our cotton and
other products abroad, and prevent the shipping Trust
from exacting an extortionate freight rate from our peo
ple, thus depressing the price to the producer of the pro
duet.
1 introduced, and have passed through the House, a
hill to make the Washington tax dodgers. pay their own
munieipal expenses, thus saving the people of the United
States from four to six million dollars annually. ]
In March of this year, T introduced a bill to prohibit the
Federal Government from issuing license to sell or manu
facture whiskey or intoxicating liquors in prohibition
states. I supported the Hobson constitutional amendment,
providing for national prohibition, as I have always been a
prohibitionist. : »
1 have introduced and am working for the passage of
a bill to make it a criminal offense for officers of a National
Bank to reccive deposits, when the officers know the bank
is insolvent. This legislation will protéct innocent deposi
tors from insolvent hanks. :
Am opposed to any Government appropriation to
Sectarian schools, as I believe in the thorough divercement
of Church and State. lam an earnest advocate of the ex
tension of our publie school system, and believe publie
schools essential to the welfare of our country. :
1 have supported all measures tending to uphold the
honor and dignity of our country, andat the same time
maintain peaceful relations with all the world. T have sup
ported measures tending to strengthen our navy, army,
and coast fortifications, so that our nation will! be. amply
prepared to maintain its rights with all nations. . T'assisted
in preparing and passing a bill to raise the revenue to meet
this new expense. Practically all of this amount will :be
raised from Income Tax, Inheritance Tax, and tax on. mu
nitions of war. ’.ghus, the great wealth of the country will
hear its additional burden. ; :
