done with the proceeds. Five con

mission of a threatened car shortage |

for close supervision of loading and

the bed. Mayor-elect Leonard was one
of Putnam’s best loved and most pop

Stuttgart, Ark., Aug. 11.—An uniden
{ified negro, charged with having at
tacked the daughter of a farmers near
Stuttgart, was taken from the jail at
Dewitt early today by a mob and car
ried to Stuttgart and hanged. His body
was riddled with, bullets and left hang
ing for several hours.

gia bale of Sea Island cotton this sea
son was shipped from Valdosta to Sa
vannah, by express this afternoon. The;
cotton was grown by J. G. Martin, of
Hahira, and ginned today at the plant

‘weighed 483 pounds, graded No. 1, and

Cotton Futures Act
Washington, D. C., Aug. 15.—The an
nual appropriation hill for the Depart
ment of Agriculture just passed by
Cengress contains a re-enactment, ef
fective Sept. Ist, 1916, of the United
States cotton futurce act, with a few
changes. Section 11 of the present
law, which taxes orders sent abroad
for the making of future contracts on
foreign coltun.ozu'hu:‘.ges unless cer
{ain conditions were complied with,
will he omitted.
A new section known as 6a is in
serted in the bill, which provides an
cptional contract under which parties
may, by agreement, without being
subject to tax, contract that under
certain specified conGtions the buyer
mgy demand delivery of the basis
grade named in the contract.
Another moditication which will be
of interest and assisiance to the trade
ig {he authority conferred on the Sec
retory of Agricultuie. in case of dis
nutes, to include in his findings, €/-n
though only one question be referred,
a complete classification of the cotton
for the purpose of delivery on future
contracts. Under the old law, the au
thority of the Secreiary was confined
to a determination of the specific ques
tion of grade, quality, or length of the
staple referred to him by the parties.
In other words, if the dispute involv
ed grade only, and cotton was found
to be gin-cut, which is a question of
guality, the Secretary had no authori
ty to include a statement as to gin-cut
in his findings.
Government officials in charge of
the mater call especial attention to
the fact that the new act will not be
come effective until Sept., Ist, 1916
and the old act of August 18, 1914, will
remain in full force until the beginning
of next month.
The rules and. regulations of both
Departments, with slight modifications
and additions necessitated by the
changes made in law, will be reissued
shortly after approve:r of the bill by
the President, so that there will be
no disturbance whatsoever to the trade
The official cotton standards of the
United States, heretofore establishd,
will be readoptd and promptly proxlml
gated so as to be in force whenthe new
act becomes operative.
